<strong>Promot<strong>in</strong>g</strong> <strong>Green</strong> <strong>Power</strong> <strong>in</strong> <strong>Canada</strong> Pollution Probe• Grid expansion and strengthen<strong>in</strong>g arenecessary to support the rapiddeployment of renewable power, asexist<strong>in</strong>g structures are often not capableof accommodat<strong>in</strong>g new generation fromlocations that were not <strong>for</strong>eseen <strong>in</strong>plann<strong>in</strong>g based on conventional energysources (e.g., Texas, Portugal).Government support may be necessaryto alleviate the cost of gridimprovements.With respect to f<strong>in</strong>ancial <strong>in</strong>centives, it wasfound that:• Emissions credit/allowance/offset trad<strong>in</strong>g• currently only provides marg<strong>in</strong>al<strong>in</strong>come to green power providers asthese markets are at an early stage ofdevelopment; and,• may provide important <strong>in</strong>centives ifmultiple emissions credits can betraded and if CO 2offset prices<strong>in</strong>crease substantially.• Past government subsidies <strong>for</strong> the energysector concentrated on conventionaltechnologies; however, the support <strong>for</strong>renewable power <strong>in</strong> <strong>Canada</strong> was larger <strong>in</strong>the 1980’s (<strong>in</strong> the aftermath of the oilcrisis) than it is now.• Moderate tax <strong>in</strong>centives, such as<strong>in</strong>clud<strong>in</strong>g capital <strong>in</strong>vestments <strong>in</strong>accelerated depreciation schemes, canmake many renewable power projectscheap enough to compete with naturalgas as a power source.• Income tax exemptions on ga<strong>in</strong>s fromrenewables can lead to citizens <strong>in</strong>vest<strong>in</strong>g<strong>in</strong> renewable power projects, which can<strong>in</strong> turn improve local acceptance (e.g.,Denmark).• Ecological tax re<strong>for</strong>m that <strong>in</strong>creases thetax load on fossil fuel-based energysources and that exempts and supportsthe renewables sector, could create astable and flourish<strong>in</strong>g market <strong>for</strong> greenpower (e.g., the Netherlands).• Incentives given to a renewable powerproject must cont<strong>in</strong>ue over long periodsof time (i.e., ten years or more) <strong>in</strong> orderto create cont<strong>in</strong>u<strong>in</strong>g support andf<strong>in</strong>ancial security.• Government support <strong>for</strong> renewablepower <strong>in</strong>vestments (e.g., grants, low<strong>in</strong>terestloans, tax exemptions oraccelerated depreciation) is especiallyimportant to lower the f<strong>in</strong>ancial risksrelated to this new technology sector, as<strong>in</strong>vestors are generally not familiar withrenewable power technologies, theirf<strong>in</strong>ancial per<strong>for</strong>mance and their reliability.• Generous support <strong>for</strong> the renewablepower bus<strong>in</strong>ess will <strong>in</strong>crease <strong>in</strong>ternalrates of return, attract<strong>in</strong>g a variety ofprivate <strong>in</strong>vestors.• System benefits charges are be<strong>in</strong>g usedby several jurisdictions to raise importantamounts of money needed to supportthe renewables sector, similar to levels offund<strong>in</strong>g used <strong>in</strong> the most successfulcountries (e.g., one billion dollars <strong>in</strong>Cali<strong>for</strong>nia over five years).<strong>Green</strong> tags, or the separation of environmentaland social attributes from the electricityproduced by renewable power sources, arealready a reality <strong>in</strong> <strong>Canada</strong> (Ontario, Alberta,British Columbia). They provide the benefitof reach<strong>in</strong>g customers without direct accessto bundled green power products, and arealso used as adm<strong>in</strong>istrative and market tools<strong>in</strong> the implementation of RPS requirements.Some concerns exist about potential doublesales of either the aggregated green attributesof green power production, or of disaggregated157
