In addition, the following operations shall not be considered as erecting, constructing, or placinga sign and shall be exempt from permit and fee requirements as stated in this Article:1. The changing of advertising messages, such as dates, promotions, specials, events, andsimilar messages, repairs and improvements to signs, and the changing of colors,provided:a. The size, shape, location, materials, or lighting of the sign is not changed;b. There are no structural alterations to the sign or its supporting structures;c. The business type, name, or symbol is not changed. This provision does notapply to billboards.703.4: Other General RequirementsAll signs shall be designed, constructed, and maintained in accordance with thefollowing standards:(1) Except for banners, flags, temporary signs and window signs conforming in all respectswith the requirements of this ordinance, all signs shall be constructed of permanentmaterials and shall be permanently attached to the ground, a building or anotherstructure by direct attachment to a rigid wall, frame or structure.(2) All signs shall be maintained in good structural condition, in compliance with allbuilding and electrical codes, and in conformance with this ordinance, at all times.(3) Any sign which projects or is placed or erected over a pedestrian or vehicle way shallprovide a vertical clearance of 10 feet above a sidewalk, private drive or parking lot and12 feet above a public street.(4) A sign shall not be an imitation of or resemble official traffic control signs or devices andany sign within fifty feet of an intersection shall not contain any visible green, yellow orred colored lights that might be confused with official traffic control devices.(5) A sign shall not be placed to prevent free ingress to or egress from any door or fireescape, to cause danger to traffic on a street by obscuring the view or to otherwiseinterference with traffic.(6) Any sign installed or placed on public property, except in conformance with therequirements of this section, shall be forfeited to the public and subject to confiscation. Inaddition to other remedies hereunder, the <strong>Township</strong> shall have the right to recover fromthe person placing such a sign the full costs of removal and disposal of such sign.(7) No business shall have more than three off-premise directional signs. All applications foroff-premise signs shall include the consent of the owner of the land to place the sign.47
