CHAPTER 5Expenditure of States/UTs <strong>Police</strong>ForcesThe sancti<strong>on</strong>ed strength of Civil Armed<strong>Police</strong> Forces has shown an significant<strong>in</strong>crease of 1.43%, from 16,40,342 <strong>in</strong> 2010over 16,38,045 <strong>in</strong> 2009 and the expenditure<strong>on</strong> State <strong>Police</strong> Forces has also <strong>in</strong>creased by20.02% from Rs. 41,308 crores (INR 413.08Billi<strong>on</strong>s) <strong>in</strong> 2009-10 to Rs. 49,576 crores (INR495.76 Billi<strong>on</strong>s) <strong>in</strong> 2010-11. However, dur<strong>in</strong>gthe same period police tra<strong>in</strong><strong>in</strong>g expenditurehas <strong>in</strong>creased from Rs.481 crores (INR 4.81Billi<strong>on</strong>s) <strong>in</strong> 2009-10 to Rs. 709 crores (INR7.09 Billi<strong>on</strong>s) <strong>in</strong> 2010-11 show<strong>in</strong>g <strong>in</strong>crease by47.2%. The expenditure <strong>on</strong> police hous<strong>in</strong>g has<strong>in</strong>creased from Rs. 1290.1 crores (INR 12.901Billi<strong>on</strong>s) <strong>in</strong> 2009-10 to Rs. 2708.73 crores (INR27.087 Billi<strong>on</strong>s) <strong>in</strong> 2010-11 show<strong>in</strong>g <strong>in</strong>crease of110.00%. Modern tra<strong>in</strong><strong>in</strong>gcomplexes have been c<strong>on</strong>structed or are be<strong>in</strong>gc<strong>on</strong>structed and equipped with the latest tra<strong>in</strong><strong>in</strong>ggadgets like fir<strong>in</strong>g simulators, driv<strong>in</strong>g simulators,forensic tra<strong>in</strong><strong>in</strong>g labs, gymnasia, computer labs,swimm<strong>in</strong>g pools, auditorium, assault / obstaclescourses etc.The modern tra<strong>in</strong><strong>in</strong>g classrooms are alsohav<strong>in</strong>g audio – visual facilities. The Nati<strong>on</strong>al<strong>Police</strong> Commissi<strong>on</strong> as well as PadmanbhaiahCommittee and the committee headed byUni<strong>on</strong> Home Secretary to review all therecommendati<strong>on</strong>s of various committee/Commissi<strong>on</strong>s <strong>on</strong> <strong>Police</strong> Reforms haveunanimously recommended to improve thepolice tra<strong>in</strong><strong>in</strong>g after recruitment as well as the<strong>in</strong>-service tra<strong>in</strong><strong>in</strong>g for the police pers<strong>on</strong>nel.The present trend <strong>in</strong> police expenditure is <strong>in</strong>accordance with these recommendati<strong>on</strong>s. Butit is still much less than the amount required tobe spent to ensure timely and periodical skillupgradati<strong>on</strong> of the police pers<strong>on</strong>nel.Modernizati<strong>on</strong> Grants to State <strong>Police</strong>ForcesThe modernizati<strong>on</strong> grants to state policeforces, allocated under the MPF Scheme of84
CHAPTER 5MHA, are especially meant to upgrade the<strong>in</strong>frastructure of the state police forces <strong>in</strong>order to improve their capabilities to meetthe emerg<strong>in</strong>g challenges to <strong>in</strong>ternal security <strong>in</strong>the form of terrorism, extremism, naxalism etcbesides improv<strong>in</strong>g efficiency and effectivenessof police <strong>in</strong> general. The focus of the schemeis <strong>on</strong> strengthen<strong>in</strong>g the police <strong>in</strong>frastructureby way of c<strong>on</strong>structi<strong>on</strong> of secure and peoplefriendly <strong>Police</strong> Stati<strong>on</strong>s, <strong>Police</strong> Posts, improvedmobility, modern weap<strong>on</strong>ry, communicati<strong>on</strong>equipment, modern traffic c<strong>on</strong>trol equipmentand <strong>in</strong>troducti<strong>on</strong> of computerizati<strong>on</strong> <strong>in</strong> a bigway and police hous<strong>in</strong>g.At All <strong>India</strong> Level the grants madeavailable to the police forces <strong>in</strong> f<strong>in</strong>ancial year2010-11 by the Central Government and StateGovernment and the total amount utilized formodernizati<strong>on</strong> by the State Government forState <strong>Police</strong> Forces is shown aside : Details aregiven <strong>in</strong> Table – 5.4.
