CHAPTER 5Expenditure of States/UTs PoliceForcesThe sanctioned strength of Civil ArmedPolice Forces has shown an significantincrease of 1.43%, from 16,40,342 in 2010over 16,38,045 in 2009 and the expenditureon State Police Forces has also increased by20.02% from Rs. 41,308 crores (INR 413.08Billions) in 2009-10 to Rs. 49,576 crores (INR495.76 Billions) in 2010-11. However, duringthe same period police training expenditurehas increased from Rs.481 crores (INR 4.81Billions) in 2009-10 to Rs. 709 crores (INR7.09 Billions) in 2010-11 showing increase by47.2%. The expenditure on police housing hasincreased from Rs. 1290.1 crores (INR 12.901Billions) in 2009-10 to Rs. 2708.73 crores (INR27.087 Billions) in 2010-11 showing increase of110.00%. Modern trainingcomplexes have been constructed or are beingconstructed and equipped with the latest traininggadgets like firing simulators, driving simulators,forensic training labs, gymnasia, computer labs,swimming pools, auditorium, assault / obstaclescourses etc.The modern training classrooms are alsohaving audio – visual facilities. The NationalPolice Commission as well as PadmanbhaiahCommittee and the committee headed byUnion Home Secretary to review all therecommendations of various committee/Commissions on Police Reforms haveunanimously recommended to improve thepolice training after recruitment as well as thein-service training for the police personnel.The present trend in police expenditure is inaccordance with these recommendations. Butit is still much less than the amount required tobe spent to ensure timely and periodical skillupgradation of the police personnel.Modernization Grants to State PoliceForcesThe modernization grants to state policeforces, allocated under the MPF Scheme of84
CHAPTER 5MHA, are especially meant to upgrade theinfrastructure of the state police forces inorder to improve their capabilities to meetthe emerging challenges to internal security inthe form of terrorism, extremism, naxalism etcbesides improving efficiency and effectivenessof police in general. The focus of the schemeis on strengthening the police infrastructureby way of construction of secure and peoplefriendly Police Stations, Police Posts, improvedmobility, modern weaponry, communicationequipment, modern traffic control equipmentand introduction of computerization in a bigway and police housing.At All India Level the grants madeavailable to the police forces in financial year2010-11 by the Central Government and StateGovernment and the total amount utilized formodernization by the State Government forState Police Forces is shown aside : Details aregiven in Table – 5.4.
