CHAPTER 10Agitations are collective expression ofdissatisfaction with the state authorities andothers on a variety of issues like education,essential services, transport facilities, wagesetc.In a democratic system expression ofprotest by the different groups/ sub groups ofpublic is a common feature. Police personnelof the both the States and CAPFs will haveto consciously strive for upgradation of theirprofessional and behavioural skills in order tomanage crowds agitated over any perceived,real or unreal, cause of injustice / dissatisfactionagainst the authorities or some other sectionsof the society without use of force as far aspossible.The State/UT wise detail of agitations,police firing, civil and police casualties aregiven in Table 10.4.
