CHAPTER 6POLICE HOUSINGState wise <strong>Data</strong> On:• Family quarters available• Family quarters Constructed• Police Housing Corporations• Police Office BuildingsIntroductionProviding decent and adequate number ofhouses to police personnel has remained themain concern of various Police Commissionsset up by Government of India. The NationalPolice Commission and the PadmanabhaiahCommittee have recommended to provide thefamily accommodation to both the Gazettedand Non-Gazetted officers. The ReviewCommittee of MHA, headed by the UnionHome Secretary, has also endorsed in its 49point recommendations to provide 100%accommodation to Police Personnel as quotedbelow:“The provision of 100% familyaccommodation for all non gazetted rankwith some barrack accommodation for thoseconstables who come from Moffusil to districtheadquarters is a must”.This chapter provides the information onFamily Quarters available for Gazetted PoliceOfficers, Inspector to Assistant Sub Inspectorof Police (ASI), Head constables, Constables.Family quarter constructed for UpperSubordinate and lower Subordinate during theyear. Years of creation of some Police HousingCorporations and number of Police OfficeBuildings like, Police Stations, Police Posts,District Police Offices, District Reserve PoliceLines, Range/Zonal Police Hqrs. and ArmedPolice Lines being operated from governmentor hired building in different States.Availability of Family Quarters(Only for State Police Forces)Total number of family quarters availableto States/UTs Police Forces were 5,40,103 ason 01.01.2011 whereas it was 5,39,014 as on01.01.2010, thus showing a growth of 0.20%over the previous year at national level.All India 01.01.2010 01.01.2011 %agechangeSanctioned PoliceStrengthFamily QuartersAvailable16,38,045 16,40,342 0.14%5,39,014 5,40,103 0.20%The State Police Force has grown at therate of 0.14% compared to the year 2009 asagainst a growth of 0.20% in police familyaccommodation.The maximum number of 83,850 familyquarters were available for police personnelin Maharashtra followed by 62,105 in UttarPradesh and 55,250 in Gujarat State.At National level 4,388 family quarters wereavailable for gazetted police officers, 74,610 forInspector to Asstt. Sub-Inspector and 4,61,105for Head Constables and Constables in theState Police Forces as on 01.01.2011 as shownin the table below. Details are given in Table –6.1. CHAPTER 6The information on number of familyquarters constructed during the year 2010has also been compiled. At all India level4,080 family quarters were constructedfor Upper Subordinates and 23,751 familyquarters were constructed for LowerSubordinates in State Police Force. Detailsare given in Table -6.1 (Page No. 94)There are 20 Police HousingCorporations in different states of thecountry which are mainly responsible forthe construction of family quarters andPolice Office buildings for the state policeforces. Details are given in Table – 6.2.(Page No. 95)As on 01.01.2011 only 5.40 lakhs familyquarters were available for over 16.40 lakhspolice personnel in the country.Information has also been compiled onnumber of Police Office Buildings – PoliceStations, Police Posts, Sub-Divisional PoliceOffices, Districts Police Offices, DistrictReserve Police Lines, Range and ZonalPolice headquarters and District PoliceLines being operated from Government orHired Buildings in different States/UTs ason 1.1.2011.Details are given in Table – 6.3 (PageNo. 96-97)93
