CHAPTER 10AGITATIONSState Wise <str<strong>on</strong>g>Data</str<strong>on</strong>g> <strong>on</strong>:• Details of Agitati<strong>on</strong>s• Agitati<strong>on</strong>s by type <strong>in</strong> 2009 & 2010This chapter gives the <strong>in</strong>formati<strong>on</strong> <strong>on</strong>State/UT wise data <strong>on</strong> number of agitati<strong>on</strong>s;agitati<strong>on</strong>s dur<strong>in</strong>g which police had to open fire;agitati<strong>on</strong>s dur<strong>in</strong>g which police did not openfire but applied other methods of use of force;civilian casualties due to police acti<strong>on</strong> andpolice casualties due to the unruly c<strong>on</strong>duct ofriotous mobs.Number and type of agitati<strong>on</strong>sThe data <strong>on</strong> number and type of agitati<strong>on</strong>shas not been received from two states namelyMaharashtra & West Bengal. For the rema<strong>in</strong><strong>in</strong>gStates/UTs, there occurred a total of 54,587agitati<strong>on</strong>s <strong>in</strong> the country dur<strong>in</strong>g 2010. Thedifferent types of agitati<strong>on</strong>s that sum up to theabove total are communal, student, labour,Government employees, political etc.At state level, the maximum number of17,172 agitati<strong>on</strong>s were reported from TamilNadu, followed by 5,161 <strong>in</strong> Karnataka and4,105 <strong>in</strong> Orissa dur<strong>in</strong>g the year 2010. Out of thetotal of 111 agitati<strong>on</strong>s <strong>in</strong> which police openedfire, at nati<strong>on</strong>al level, 87 were accounted forby J & K, followed by 4 <strong>in</strong> Jharkhand & Orissaand 3 <strong>in</strong> Andhra Pradesh State. Similarly<strong>in</strong> case of agitati<strong>on</strong>s where police did notopen fire but used other methods of force,the state of Jammu & Kashmir c<strong>on</strong>tributedmaximum number of 843 such agitati<strong>on</strong>s, outof the total of 936 <strong>in</strong> this category all over thecountry. Thus <strong>in</strong> all, <strong>in</strong> 1,046 agitati<strong>on</strong>s out oftotal of 54,587 <strong>Police</strong> had to use force eitherwith Fire arms or other than firearms liketeargas, lathi/bat<strong>on</strong> charge. Details are given<strong>in</strong> Table – 10.1. (Page No. 123)The total number of agitati<strong>on</strong>s underdifferent heads for the year 2010 and 2009 areshown <strong>in</strong> Tables 10.2 and Table 10.3. (Page No.125 & 125) There has been 3.3% decreased <strong>in</strong>the number of agitati<strong>on</strong>s from the year 2009(56,445) to 2010 (54,587).As the data has not been received fromtwo states so analysis of the agitati<strong>on</strong>s underdifferent heads could not give any specifictrend. However, the maximum numberof agitati<strong>on</strong>s have been accounted for byPolitical agitati<strong>on</strong>s 30.30% followed by theOther Agitati<strong>on</strong>s at 29.49%. Governmentemployees related agitati<strong>on</strong>s were about15.29% while the labour agitati<strong>on</strong>s wereabout 10.17% of the total number ofagitati<strong>on</strong>s dur<strong>in</strong>g 2010.All k<strong>in</strong>d of agitati<strong>on</strong>s need elaborate lawand order arrangements, <strong>in</strong>volv<strong>in</strong>g deploymentof huge number of police manpower. Thepresent directi<strong>on</strong> of Supreme Court to separate<strong>in</strong>vestigati<strong>on</strong> w<strong>in</strong>g from law and order w<strong>in</strong>g,when implemented <strong>in</strong> full, will go a l<strong>on</strong>g waynot <strong>on</strong>ly <strong>in</strong> promot<strong>in</strong>g professi<strong>on</strong>al skills andspecializati<strong>on</strong> to deal with both types of dutiesbut shall also <strong>in</strong> the l<strong>on</strong>g run further the causeof efficient and effective crime <strong>in</strong>vestigati<strong>on</strong> andpublic order management without affect<strong>in</strong>geach other adversely.Civil causalities due to police acti<strong>on</strong> &police casualties due to unruly c<strong>on</strong>ductof riotous mobDur<strong>in</strong>g the year 2010 <strong>in</strong> a total of 54,587agitati<strong>on</strong>s, 106 civilians and 3 policemen werekilled whereas 810 civilians and 371 policemenwere <strong>in</strong>jured.121
