CHAPTER 4SCs/STs & OBCs IN STATES POLICE FORCEState Wise Basic <strong>Police</strong> <str<strong>on</strong>g>Data</str<strong>on</strong>g>• SCs/STs & OBCs <strong>in</strong> <strong>Police</strong> Forces• Percentage of SCs/STs & OBCs <strong>in</strong> <strong>Police</strong>ForcesThe Scheduled Castes, Scheduled Tribesand other Backward Classes, the traditi<strong>on</strong>alWeaker Secti<strong>on</strong>s, <strong>in</strong> <strong>India</strong> have been coveredby affirmative acti<strong>on</strong> to accelerate the processof their socio-ec<strong>on</strong>omic upliftment.This chapter provides the <strong>in</strong>formati<strong>on</strong>about State/UT wise data <strong>on</strong> rank wiserepresentati<strong>on</strong> of Scheduled Castes (SCs),Scheduled Tribes (STs) and other BackwardClass (OBCs) <strong>in</strong> police force and their percentageshare to the total sancti<strong>on</strong>ed strength of policeforce for <strong>in</strong>dividual states. Percentage ofreservati<strong>on</strong> for scheduled castes, scheduledtribes and other Backward classes is differentfor each State. C<strong>on</strong>sequently each figure for aparticular state should be looked aga<strong>in</strong>st thispercentage to arrive at any c<strong>on</strong>clusi<strong>on</strong>.Strength of SCs, STs & OBCsAt nati<strong>on</strong>al level, the total number ofmembers of scheduled caste <strong>in</strong> police forcewas 1,96,077 (from Deputy Super<strong>in</strong>tendent of<strong>Police</strong> to C<strong>on</strong>stable) account<strong>in</strong>g for 9.50% andthere were a total of 1,65,026 police pers<strong>on</strong>nelfrom scheduled tribes, c<strong>on</strong>stitut<strong>in</strong>g 7.99% ofthe total police force. At all <strong>India</strong> level therewere 3,23,849 number of police pers<strong>on</strong>nelfrom other Backward Class c<strong>on</strong>stitut<strong>in</strong>g 15.69%<strong>in</strong> the total police force as <strong>on</strong> 1.1.2011. Detailsare given <strong>in</strong> Tables No. – 4.1, 4.2 & 4.3 (PageNo. 80,81 & 82)Representati<strong>on</strong> of Scheduled CastesAt States/UTs level percentage wise thehighest representati<strong>on</strong> of scheduled casteswere 24.20% <strong>in</strong> Daman & Diu <strong>Police</strong> followedby 23.95% <strong>in</strong> Punjab and 16.88% <strong>in</strong> HimachalPradesh <strong>Police</strong>.The maximum of 14.20% gap (%agedifference to reservati<strong>on</strong>) between theactual percentage of scheduled castes policepers<strong>on</strong>nel <strong>in</strong> State <strong>Police</strong> Force as aga<strong>in</strong>st theprescribed percentage of reservati<strong>on</strong> approvedfor them by the State Governments wasobserved <strong>in</strong> Uttar Pradesh followed by 13.85%<strong>in</strong> Bihar and 11.62% <strong>in</strong> West Bengal <strong>Police</strong>, asshown below :78
