Of these cases,40,082 were <strong>in</strong>itiated and subsequentlydisposed off, amount<strong>in</strong>g to 61.5% disposalof the total proceed<strong>in</strong>gs while 25,301proceed<strong>in</strong>gs rema<strong>in</strong>ed pend<strong>in</strong>g for disposal as<strong>on</strong> 01.01.2011.At the state level the highest numberof 12,114 departmental proceed<strong>in</strong>gs were<strong>in</strong>itiated and disposed of <strong>in</strong> Uttar Pradeshdur<strong>in</strong>g the year 2010, followed by 4,327 <strong>in</strong>Tamil Nadu and 3,797 <strong>in</strong> Rajasthan. The Stateswhich have reported relatively higher numberof proceed<strong>in</strong>gs pend<strong>in</strong>g as <strong>on</strong> 1.1.2011 wereUttar Pradesh (2,631), Andhra Pradesh (2,571)and Tamil Nadu (2,147). Details are given <strong>in</strong>Table – 9.1. (Page No. 111)Cognizable Crime / Incidence & Rate ofCrime (IPC)Cognizable Crime is def<strong>in</strong>ed as <strong>on</strong>e <strong>in</strong>which a <strong>Police</strong> Officer may arrest an accusedwithout warrant. The police have a directresp<strong>on</strong>sibility to take immediate acti<strong>on</strong> <strong>on</strong>receipt of a compla<strong>in</strong>t <strong>in</strong> such crimes by tak<strong>in</strong>gsteps like visit to the scene of the crime,<strong>in</strong>vestigate the facts, apprehend the offenderand produce him before a court of law hav<strong>in</strong>gjurisdicti<strong>on</strong> over the matter.CRIME IN INDIAA total of 22,24,831 IPC crimes werereported <strong>in</strong> the country dur<strong>in</strong>g the year 2010as aga<strong>in</strong>st 21,21,345 <strong>in</strong> 2009, show<strong>in</strong>g an<strong>in</strong>crease of 4.9 percent <strong>in</strong> 2010. At state levelMadhya Pradesh accounted for the maximumof 2,14,269 (9.6%) of total cognizable crimesregistered <strong>in</strong> the country followed by 2,08,168(9.4%) <strong>in</strong> Maharashtra and 1,85,678 (8.3%)<strong>in</strong> Tamil Nadu. . This can be expla<strong>in</strong>ed partlydue to <strong>in</strong>crease <strong>in</strong> actual crime and partly dueto improved registrati<strong>on</strong> of crime.
