Required informationhas not been received from a large number ofStates/UTs, hence the same has been indicatedaccordingly in Tables 11.8 (page No. 144)Police Medals for GallantryThese Medals are awarded to the policepersonnel for exhibiting conspicuous gallantryin saving life and property, or in preventingcrime or arresting dangerous criminals. During2010-11 a total of 14 President’s Police Medalsfor Gallantry (PPMG) and 270 Police Medals forGallantry (PMG) were awarded for outstandingperformance to the Police personnel from theStates/UTs and Central Armed Police Forces.Details are given in Table – 11.1. In the case of Police Medalsfor Gallantry 241 Medals have been awardedto the deserving Police Personnel of 7 Statesand 3 CAPFs as shown in the Table asidewhich accounts for 89.26% of the total medalawarded during 2010-11 in the country.Comparison of Pay Scales of PoliceOfficersThe pay scales of police personnel from therank of Constable to Deputy Superintendentof Police (Dy. SP) are almost same in themost of States/UTs of the country. But insome States there is a wide variation in thescales in comparison to these being paid insome other States. 24 States & all the sevenUnion Territories have adopted the Sixth PayCommission Report and revised the scalesaccordingly whereas the remaining States/UTshave the same scales as last year.134

(PageNo. 138)Terrorists/extremists affected policedistrictsA total of 195 police districts in the10.Five states namely Bihar, Assam, Jammu &Kashmir, Jharkhand and Orissa facing conflictsituations, contributed about 62% of thistotal. 33 police districts in Bihar, 28 districtsin Assam, 25 districts in Jammu & Kashmir, 18districts in Jharkhand and 17 districts in Orissawere shown affected in 2010. Details are givenin Table – 11.3. This is a disturbing trend and posesformidable challenge before the securityforces.Extremism/insurgency related conditionsentail deployment of more Central ArmedPolice Forces as well as State Police Forcesto control the highly armed Extremists /Insurgents in these areas. All out efforts arebeing made not only to curb this trend butto reverse it as well, in order to ensure thatwrit of law runs effectively in all the areas ofour country.Police manpower alone is not sufficientto curb the crime, maintain law & order,traffic management, internal security& allied requirements unless they arefacilitated with basic necessities likecomputers, cameras for security, Trafficand investigation, speed checking & breathanalyzers instruments and mobile forensicscience vans etc. to work smoothly & moreeffectively. So States/UTs wise informationon computers, cameras, speedometers &breath analyzers, mobile forensic sciencevans etc. is also compiled & presented inTables- 11.5 to 11.6. (Page No. 141&142).Number of firearms looted/stolenDuring 2010 data on the number offirearms looted/stolen from the Police/PoliceStations has not been received from the statesof Meghalaya and Rajasthan. From the rest ofStates/UTs, Jharkhand, Chhattisgarh, and WestBengal alone accounted for 640 (96.2%) of thetotal 665 firearms so looted/stolen during this135
