Factors Facilitating Participation of Women in Mahatma Gandhi NREGS 125The regression equations (3) and (4) indicate that level ofparticipation of OBCs was higher than that of SCs. On the contrary, theparticipation score, on an average was marginally higher among OCs visà-visSCs. These differences are significant. In respect of education variable,the participation score was positively and significantly associated with levelof education. As expected, social capital is one of the key factors influencingthe quality of participation and development administration should ensurethat the social capital of the NREGS workers is enriched. Since awarenesslevels have significant effect on participation scores, the IEC strategiesshould be further refined to reach all the sections.The participation, both incidence and intensity, of women workers inthe entire process (i.e. planning, implementation and social audit) dependsupon several factors; some of them facilitate while the others hinderparticipation. The role of the factors motivating (Table 5.29) and also thosehindering (de-motivating factors) (Table 5.30) was examined in the earlierchapter. To establish the significance and the effect / contribution of thesetwo types of factors to participation score, a regression model has beenfitted with participation score as dependent variable and the index ofmotivating and de-motivating factors as explanatory variables (see theTechnical Note for details). The model is found to be significant but notcomplete in the sense, it could explain hardly 24 per cent of variation in theparticipation score.RS 97
126 Factors Facilitating Participation of Women in Mahatma Gandhi NREGSFrom the equation, one can infer that if index of motivational factorsgoes up by 10 points, participation score would rise by 14.8, ceteris paribus.Similarly, rise in the index of de-motivating factors by 10 per cent wouldbring down participation score by 7.2 points. The net result would be increasein participation score by 7.6 points.To capture the effect of vulnerability factors, the index onvulnerability factors was included as another independent variable in theabove regression model. The explanatory power has improved marginallyi.e. from 24 to 25 per cent. All the three independent variables turned outto be significant (at 0.05 per cent level) and bear proper signs. The entireadministration, the local community and civil society should take appropriatemeasures to contain the vulnerability and de-motivating factors whileconsolidating the factors motivating women’s participation.RS 97
