<strong>Factors</strong> <strong>Facilitat<strong>in</strong>g</strong> Participati<strong>on</strong> <strong>of</strong> <strong>Women</strong> <strong>in</strong> Mahatma Gandhi NREGS 63Gender Sensitivity <strong>of</strong> Delivery MechanismsThough gender sensitive mechanisms are <strong>in</strong>-built <strong>in</strong> the programme,yet improved participati<strong>on</strong> <strong>of</strong> women <strong>in</strong> MGNREGS is a big challenge. Thecurrent governance systems are <strong>of</strong>ten not gender-resp<strong>on</strong>sive. Acti<strong>on</strong>sfulfill<strong>in</strong>g women’s needs, access to resources and opportunities, c<strong>on</strong>trolover outputs and outcomes are essential. The implementati<strong>on</strong> strategy andthe processes are key to improve the quality <strong>of</strong> participati<strong>on</strong> <strong>of</strong> marg<strong>in</strong>alisedpeople, especially the poor and the women <strong>in</strong> the programme. So, we havemeasured the gender sensitivity <strong>of</strong> the delivery mechanism based <strong>on</strong> theresp<strong>on</strong>ses <strong>of</strong> the women members. Gender Sensitive Development System(GSDS) <strong>in</strong>dex has been developed based <strong>on</strong> the attitude and the help thatthe <strong>of</strong>ficials rendered to the resp<strong>on</strong>dents <strong>in</strong> the process <strong>of</strong> MGNREGS likeregistrati<strong>on</strong> <strong>of</strong> job cards, issu<strong>in</strong>g <strong>of</strong> job cards, giv<strong>in</strong>g <strong>in</strong>formati<strong>on</strong> about thework, priority to women <strong>in</strong> the allocati<strong>on</strong> <strong>of</strong> work, arrang<strong>in</strong>g worksite facilities(shade, crèche, dr<strong>in</strong>k<strong>in</strong>g water and first aid), record<strong>in</strong>g and read<strong>in</strong>g outmuster rolls, help<strong>in</strong>g women to get wages as per prescribed work norms,help<strong>in</strong>g women <strong>in</strong> open<strong>in</strong>g accounts <strong>in</strong> banks/post <strong>of</strong>fices, solv<strong>in</strong>g problems<strong>of</strong> women at the worksite etc. Resp<strong>on</strong>ses <strong>of</strong> the resp<strong>on</strong>dents were collected<strong>on</strong> three-po<strong>in</strong>t scale hav<strong>in</strong>g the opti<strong>on</strong>s like not at all (0), somewhat (1) andvery much (2).
