Factors Facilitating Participation of Women in Mahatma Gandhi NREGS 79In applying for job cards, in most of the cases, it is self who applied.It is very high in Thrissur district of Kerala (82 per cent) followed by South24 Paraganas district of West Bengal (57 per cent) and Mahaboobnagardistrict of Andhra Pradesh (45 per cent) and the least in Gaya district ofBihar (36.2 per cent). Many respondents from almost all sample districtseither applied by self or along with husband/ other family members. Thereare very few cases where none of them participated but job cards wereissued as a sort of procedure.Substantial number of sample respondents in all the sample districtsdid not apply for work. In Thrissur district of Kerala, 80 per cent of therespondents either by self or along with the husband/ other family membersapplied for work. Such number is 71 per cent in Mahaboobnagar followedby 61 per cent in South 24 Paraganas and 57 per cent in Gaya.Majority of the respondents have opened bank accounts bythemselves and such cases are very high in (81 per cent) Thrissur followedby Mahaboobnagar (61 per cent). In other two sample districts of South 24Paraganas and Gaya, the respondents took the support of husband/ otherfamily members in performing the task. In Gaya district of Bihar, it isdisturbing to observe that in 50 per cent of the cases, it is only husband/other members of the family, who opened bank accounts by taking justsignatures of the respondents.Opening of individual post office/ bank accounts by women workersis one of the gender-sensitive initiatives taken up in MGNREGS and itseffect has been reflected in the number of respondents who have receivedwages either by themselves or along with husband/other members in thefamily. The number of respondents in all the sample districts, who receivedwages by themselves, is very encouraging. Still there are cases in Gaya andSouth 24 Paraganas in which only husband/ other members of family havedrawn wages.Participation in large number in awareness meetings is found inThrissur district only. In South 24 Paraganas and Mahaboobnagar toosignificant number of respondents attended awareness meetings by self orRS 97

It is discouraging to observethat in Gaya district more than half of the respondents (51.3 per cent) didnot attend any awareness meetings.Except in Thrissur district of Kerala, respondents’ participation waslow in the selection of works in Gram Sabhas. More than half of therespondents in all other sample districts did not participate in the GramSabhas meant for selection of works of MGNREGS. Participation in socialaudit is another neglected area, where more than 80 per cent respondentsin all the sample districts other than Mahaboobnagar district of AndhraPradesh did not participate. In Mahaboobnagar district of Andhra Pradesh,90 per cent of the respondents participated either themselves or along withthe husband/ other members of family in social audit.Approached Officials for InformationData were collected from the respondents, whether they haveapproached the officials for any information on entitlements and rights ofwage seekers under MGNREGS, issuing of job cards, opening of bank/postoffice accounts, provision of work, unemployment allowance, type of worksto be taken up under MGNREGS, mandatory worksite facilities, social auditand convergence initiatives under MGNREGS etc. Details are presented inTable 5.22. In fact this aspect is very important from the view point ofsocial accountability. The responses indicate whether demand forinformation/services from the concerned agencies is emerging or not fromthe workers and more so women.RS 97
