138 <strong>Factors</strong> <strong>Facilitat<strong>in</strong>g</strong> Participati<strong>on</strong> <strong>of</strong> <strong>Women</strong> <strong>in</strong> Mahatma Gandhi NREGSper cent <strong>in</strong> South 24 Paraganas district <strong>of</strong> West Bengal to 30.2 per cent <strong>in</strong>Mahaboobnagar district <strong>of</strong> Andhra Pradesh. In the same way afterparticipat<strong>in</strong>g <strong>in</strong> MGNREGS score ranged from 18.1 per cent <strong>in</strong> South 24Paraganas district <strong>of</strong> West Bengal to 78 per cent <strong>in</strong> Mahaboobnagar district<strong>of</strong> Andhra Pradesh. Even when it comes to the <strong>in</strong>cremental <strong>in</strong>crease too, itis highest <strong>in</strong> Mahaboobnagar district <strong>of</strong> Andhra Pradesh with 47.8 per centand least <strong>in</strong> South 24 Paraganas district <strong>of</strong> West Bengal with 16.1 per cent.Major C<strong>on</strong>clusi<strong>on</strong>s and Recommendati<strong>on</strong>s* For improved and active participati<strong>on</strong> <strong>of</strong> women focus to m<strong>in</strong>imisethe vulnerable factors and h<strong>in</strong>der<strong>in</strong>g factors should be taken up andmore attenti<strong>on</strong> <strong>on</strong> motivat<strong>in</strong>g factors should be laid.* As per the observati<strong>on</strong>s <strong>of</strong> the study there is impact <strong>of</strong> womenempowerment programmes <strong>on</strong> quality <strong>of</strong> participati<strong>on</strong> <strong>of</strong> women <strong>in</strong>MGNREGS. So a c<strong>on</strong>vergence mode <strong>of</strong> plann<strong>in</strong>g should be taken upwhere both programmes will take the support <strong>of</strong> each other.* <strong>Women</strong> <strong>of</strong>ficials are found play<strong>in</strong>g a c<strong>on</strong>structive role and facilitat<strong>in</strong>gthe participati<strong>on</strong> <strong>of</strong> women <strong>in</strong> MGNREGS and so as a policy certa<strong>in</strong>percentage <strong>of</strong> positi<strong>on</strong>s at each level may be reserved for womenfuncti<strong>on</strong>aries.* There are few grey areas with regard to participati<strong>on</strong> <strong>of</strong> women <strong>in</strong>the MGNREGS process like participati<strong>on</strong> <strong>in</strong> social audit and plann<strong>in</strong>g<strong>of</strong> works etc. where special IEC efforts should be made to educatewomen. <strong>Women</strong> members <strong>of</strong> GP should also be <strong>in</strong>volved, <strong>in</strong> largemeasure, <strong>in</strong> social mobilisati<strong>on</strong> and guidance to women workers.* Though NREGA was not envisi<strong>on</strong>ed as an exclusively women’sempowerment programme, the opportunity taken by a large number<strong>of</strong> women <strong>in</strong>dicates a preference for “government work” whichprovides dignity and higher wages than available <strong>in</strong> the market. Theproblems such as drudgery need to be addressed by mak<strong>in</strong>g availablegender-sensitive / women-friendly tools.RS 97
