<strong>Factors</strong> <strong>Facilitat<strong>in</strong>g</strong> Participati<strong>on</strong> <strong>of</strong> <strong>Women</strong> <strong>in</strong> Mahatma Gandhi NREGS 129* To study the <strong>in</strong>fluence <strong>of</strong> social capital and gender sensitivity <strong>of</strong>functi<strong>on</strong>aries <strong>in</strong> MGNREGS <strong>on</strong> participati<strong>on</strong> <strong>of</strong> women wage seekers.Survey <strong>in</strong>struments <strong>in</strong>clude structured schedules for MGNREGSwomen workers, Focused Group Discussi<strong>on</strong>s (FGDs) and <strong>in</strong>terviews with<strong>of</strong>ficials and elected representatives. Informati<strong>on</strong> was collected <strong>on</strong> thesocio-ec<strong>on</strong>omic pr<strong>of</strong>iles, <strong>in</strong>stituti<strong>on</strong>al affiliati<strong>on</strong>, participati<strong>on</strong> <strong>in</strong> womendevelopment programmes and also their participati<strong>on</strong> with regard toMGNREGA like selecti<strong>on</strong> <strong>of</strong> works, m<strong>on</strong>itor<strong>in</strong>g, social audit etc. and benefitsderived out <strong>of</strong> participati<strong>on</strong> with a view to ascerta<strong>in</strong><strong>in</strong>g the qualitativechanges that have taken place <strong>in</strong> women’s life. Village <strong>in</strong>formati<strong>on</strong> wascollected to assess the socio-ec<strong>on</strong>omic c<strong>on</strong>diti<strong>on</strong>s <strong>of</strong> the village <strong>in</strong> whichstudy has been carried out. The focused group discussi<strong>on</strong>s laid emphasis<strong>on</strong> the changes visualised / experienced <strong>in</strong> the quality <strong>of</strong> life. To capturethe reas<strong>on</strong>s for differences across the States, data and also score <strong>of</strong> different<strong>in</strong>dicators were presented sample district-wise.The study was c<strong>on</strong>ducted <strong>in</strong> four districts <strong>of</strong> four States namely,Mahaboobnagar <strong>of</strong> Andhra Pradesh, Thrissur district <strong>of</strong> Kerala, Gaya district<strong>of</strong> Bihar and South 24 Paraganas <strong>of</strong> West Bengal.Socio-ec<strong>on</strong>omic and Demographic Pr<strong>of</strong>iles <strong>of</strong> the Resp<strong>on</strong>dentsMost <strong>of</strong> the women worker resp<strong>on</strong>dents are <strong>in</strong> age group <strong>of</strong> 36-45years followed by 26-35 years. The former c<strong>on</strong>sisted <strong>of</strong> 35.0 per cent andthe latter 30.8 per cent <strong>of</strong> the workers. In other words, 65.8 per cent <strong>of</strong> theMGNREGS workers are <strong>in</strong> the active age group <strong>of</strong> 26-45 years. Scheduledcastes account for more than <strong>on</strong>e half (52.9 per cent) <strong>of</strong> the total workersand the other three major caste groups OBC (17.9 per cent), M<strong>in</strong>orities(13.4 per cent) and OC (10.3 per cent) c<strong>on</strong>stituted nearly 40 per cent <strong>of</strong> thesample. Majority <strong>of</strong> the resp<strong>on</strong>dents, i.e., 56.3 per cent are n<strong>on</strong>-literatesand 26.8 per cent completed their primary educati<strong>on</strong>. Only 7.4 per cent <strong>of</strong>the workers completed sec<strong>on</strong>dary educati<strong>on</strong>. The high proporti<strong>on</strong> <strong>of</strong> workerswith n<strong>on</strong>-literacy is found <strong>in</strong> Gaya district <strong>of</strong> Bihar (93.8 per cent).Resp<strong>on</strong>dents <strong>in</strong> the category <strong>of</strong> high school and above are found <strong>on</strong>ly <strong>in</strong>Thrissur <strong>of</strong> Kerala (36 per cent).
