2: Community VisionA major part in planning for the future of a city requires avision, or an understanding of what the city will be orbecome. Identifying the commonly held vision for thefuture of a community requires a significant amount ofcitizen input and dedication to the planning process.Lawrenceville’s citizen steering committee, stakeholders,and citizen attendance at public hearings have gone througha visioning process to work towards an overall image, orvision, in both words and illustrations. This process revealswhat the community wants to become and how it wants tolook by 2030.Steering Committee in action.Citizens view maps at PublicHearing.Lawrenceville has created a vision statement that describesthe commonly held vision of its preferred future. This visionstatement is a broad view of the community as a whole.Lawrenceville has also created a Future Development Mapwhich more specifically illustrates and describes thiscommonly held vision throughout the differentneighborhoods, or character areas that make up thecommunity. This visioning process has not only provided achance for the community to dream and imagine the futurethrough a public forum, but it has also provided a greatstarting point for creating a comprehensive plan as well asproviding actions for implementing the plan.This Chapter reveals this vision statement, presents theFuture Development Map, and describes the character areasthat are illustrated on the Future Development Map. Thedescription of each character area shows the community’sdesired development patterns for enhancing the characterof each area and their recommended developmentstrategies that will direct the future development in eacharea. As a transition from typical land use planning tocharacter area planning, a summary table of permissibleland uses is provided in this Chapter, and a summary tableof quality community objectives for each character area aidsas an evaluation of uses in each area.2.1 General Vision StatementLawrenceville defines itself as the historic governmental,healthcare, educational and economic hub of GwinnettCounty, with a long tradition of close-knit neighborhoods,City of Lawrenceville 2 - 1Comprehensive Plan 2030Adopted VersionCommunity Agenda 6 October 2008
civic pride and a strong, vibrant central business district.With the explosive growth of Gwinnett County over the lastforty years, Lawrenceville has evolved from the local markettown for the neighboring countryside to a small urbancenter amidst the ever-spreading neighborhoods and stripcommercial centers. Lawrenceville desires to mature into anurban focal point within the County, with a number ofcultural, recreational, educational, lifestyle and employmentopportunities.Like the market town of the past, Lawrenceville wishes toreturn to a “full life-cycle community” - where children areraised, can go from day care through college, findemployment, raise their families and enjoy their goldenyears, without having to leave. In order to accomplish thisdesire, Lawrenceville needs to continue the soul-searchingthat was started during the Downtown Master Planningprocess and apply this throughout the community,determining the strengths and weaknesses of the City,identifying the vision for the future, formulating objectives inorder to achieve the vision, and prepare guidelines forimplementing the vision.Lawrenceville will be the center of the northeast region ofAtlanta, as it becomes home to leading education,healthcare, commerce, industry, and government, whileprotecting its history and neighborhoods. Lawrencevilleshall enact standards of high quality for planned growthand redevelopment, while protecting its natural resourcesand strengthening its neighborhoods. Lawrenceville shallcall upon its rich heritage to provide a community that is adestination for the rest of the region.2.2 Future Development MapAs a new tool in the comprehensive planning process, theGeorgia Department of Community Affairs introduced theFuture Development Map in the “Standards and Proceduresfor Local Government Comprehensive Planning” in the May1, 2005 update.
