3: Issues andOpportunities3.1 IntroductionThis section provides an updated list <strong>of</strong> Community Issuesand Opportunities identified from a review <strong>of</strong> the analysis <strong>of</strong>County/Cities Joint Community Assessment, the <strong>Steering</strong><strong>Committee</strong> meetings, online surveys and throughdiscussions with elected <strong>of</strong>ficials, <strong>City</strong> staff, and residents aspart <strong>of</strong> public meetings described in the CommunityParticipation Program.The report organizes the issues and opportunities by themajor topics defined in the State <strong>of</strong> Georgia Department <strong>of</strong>Community Affairs’ (DCA) Local <strong>Plan</strong>ning Requirements. This figure is projected to increase to 42,301 by2030. This figure equates to a 66% growth rate during theperiod or an average <strong>of</strong> 2.64% annually.
