Program Standard: Staff professional/career development efforts areassisted and supported by administrative policies, practices, andappropriate resources.A Quality Program:1. Requires administrators and supervisors to support the provision of andstaff participation in staff development and in-service training that addressindividual staff needs.2. Conducts supportive staff evaluations in accordance with guidelines andprogram policies.3. Keeps professional training resources updated and includes informationabout early childhood research, teaching methods, techniques forclassroom management, developmentally appropriate practices,technology, and child development/learning theories.4. Supports staff affiliation with local, state, or national professionalorganizations and organizations that advocate for young children andfamilies.6. Program Standard: To achieve optimum educational outcomes for thechildren, the program applies staffing patterns and practices that allowfor maximum staff/child interaction, program implementation, andconsistency of staff. [LRCCC-R400.5105; 5105b]A Quality Program:1. Maintains a recommended range for enrollment of no more than 18children per group or the number of children specified in applicableregulations/laws.2. Assigns a paraprofessional in preschool classes enrolling more than eightchildren or the number of children specified in applicable regulations/laws.3. Assigns staff as appropriate to support the IEP or IFSP requirements of achild with a disability.4. Assures that the preschool classes are under the direction ofadministrative/supervisory personnel in consultation with a specialist inearly childhood education.5. Provides staff with paid time for planning with colleagues and specialists.6. Enhances staff retention as well as greater continuity and consistency forchildren by providing supervision and mentoring of staff.7. Has an administrator or employs an early childhood specialist who hasa graduate degree in early childhood or child development; experiencein planning, developing, implementing and evaluating curriculum fora variety of child populations; and experience in the supervision andevaluation of personnel.8. Program Standard: The program employs an administrator who isqualified to implement, evaluate, and manage the program, the budget,and serve as a link between the program, the community, and theappropriate local, state, and federal agencies. Employs a program administrator with educational preparation andexperience in the supervision, management, and evaluation of personnel,facilities, and program budget.3.
