further compounding the border delay problem. While an increased level of security check is a
universal phenomenon along the U.S.-Mexican border, the fact that the San Diego-Tijuana
border is the nation’s busiest means that it is affected by the new security measures much more
than other borders, simply because of the sheer quantity of people and goods that must be
inspected at this border.
