No. 16A168. North Carolina, et al., Applicants v. North Carolina
State Conference of the NAACP, et al. Application to recall and stay
mandate of the United States Court of Appeals for the Fourth Circuit
presented to The Chief Justice and by him referred to the Court denied.
The Chief Justice, Justice Kennedy, and Justice Alito would grant
the stay, except with respect to the preregistration provision. Justice
Thomas would grant the stay in its entirety.
