1. General<br />

Pressurized Reuse Connection Controls<br />
It is the intent of this specification to provide <strong>Martin</strong> <strong>County</strong> a means to control and monitor<br />
the delivery of reuse water to each connection point of the distribution system.<br />
The pressurized reuse system shall be constructed where the <strong>County</strong> determines that a<br />
pressurized system is needed.<br />
The controls, which are normally located at the delivery point of each development, will<br />
consist of the following components: (see details)<br />
a) A Reuse Control Panel (RCP), including a programmable Motorola MOSCAD-ACE<br />
controller, Motorola trunked radio (model number to be provided by DCR) and flow<br />
indicator/interface to receive pulse signals from a flow transmitter.<br />
b) A 85-264 VAC power supply (15 amp <strong>minimum</strong>) to power RCP and control valve.<br />
c) A flow sensor device that transmits a signal to a pulse output transmitter.<br />
d) A master valve with maximum flow/pressure reducing and 120 AC volt solenoids.<br />
e) A flow transmitter that sends pulse signals to a flow indicator/interface in the RCP.<br />
f) Surge protection with three rods spaced eight feet in a triangular grid as detailed.<br />
2. Reuse Control Panel (RCP) and SCADA<br />
The control panel shall combine electro-mechanical controls and a programmable<br />
microprocessor based Remote Telemetry Unit (RTU) controller to be capable of fully<br />
automatic or manual operation. The controls shall be housed in a 16-gauge seamless<br />
NEMA 3R/12 stainless steel enclosure with drip shield and padlockable 3 point latch.<br />
Enclosure shall be mounted on the power pedestal.<br />
The control panel shall operate on 117 VAC and be capable of actuating up to two 120<br />
VAC 7VA solenoid valves per station, plus a master valve relay. The RTU controller output<br />
shall be protected against severe electrical surge using isolation relays and/or surge<br />
protection devices.<br />
The RCP shall be capable of manual operation and can be programmed to run daily or<br />
weekly programs. Programs shall allow for a measured quantity of reuse water delivery<br />
during specified time intervals up to 24 hours. A high flow rate alarm shall override the<br />
running program and stop reuse water delivery until a reset command has been entered<br />
through the SCADA system. Program schedules and set points shall be entered through<br />
