1.1 GTZ as a Partner for <strong>Local</strong>/<strong>Regional</strong> <strong>Economic</strong> <strong>Development</strong> –<br />

our Services: <strong>Regional</strong> and Sector Expertise from a S<strong>in</strong>gle Source<br />

The contributions presented <strong>in</strong> this collection provide an<br />

impressive <strong>in</strong>sight <strong>in</strong>to the wide range of GTZ’s experiences<br />

and its abilities <strong>in</strong> the field of local/regional economic<br />

development <strong>in</strong> <strong>South</strong>-Eastern Europe. In l<strong>in</strong>e with<br />

the GTZ Vision, we are “successfully promot<strong>in</strong>g <strong>in</strong>ternational<br />

co-operation which contributes to susta<strong>in</strong>able development”<br />

<strong>in</strong> <strong>South</strong>-Eastern Europe and are strengthen<strong>in</strong>g<br />

our “position <strong>in</strong> the global market for <strong>in</strong>ternational<br />

co-operation services.”<br />

Professional network<strong>in</strong>g throughout the world and 15<br />

years of successful Technical Co-operation (TC) <strong>in</strong> Transition<br />

Countries (GTZ has been active <strong>in</strong> this region s<strong>in</strong>ce<br />

1991), has meant that GTZ has both conceptual competencies<br />

and <strong>in</strong>stitutional knowledge that comb<strong>in</strong>e a variety<br />

of economic, social, <strong>in</strong>stitutional and political <strong>in</strong>struments<br />

for analysis and implementation. This comb<strong>in</strong>ation<br />

of skills and experience has been put together to provide<br />

services for local/regional economic development that are<br />

demand-oriented and tailored to the situation.<br />

However, the key to develop<strong>in</strong>g customized concepts and<br />

their successful implementation has been the work of our<br />

employees <strong>in</strong> the region, together with the freelance consultants<br />

and advisors that we employ for specialized tasks.<br />

Over the past 15 years we have established a team of German,<br />

<strong>in</strong>ternational, and national experts that, alongside<br />

with partners from politics, bus<strong>in</strong>ess, and civil society <strong>in</strong><br />

the regions, are committed to economic development, European<br />

<strong>in</strong>tegration, and regional co-operation <strong>in</strong> <strong>South</strong>-<br />

Eastern Europe. The co-operation of these skilled and<br />

highly motivated personnel has yielded our problem-solv<strong>in</strong>g<br />

competencies, from the analysis of a situation through<br />

to achiev<strong>in</strong>g the desired results.<br />

Our ma<strong>in</strong> client is the Federal M<strong>in</strong>istry for <strong>Economic</strong><br />

Cooperation and <strong>Development</strong> (BMZ), although we also<br />

work on behalf of other German m<strong>in</strong>istries. As one of the<br />

most significant f<strong>in</strong>anc<strong>in</strong>g organizations for multilateral<br />

<strong>Development</strong> Cooperation, the German Government, has<br />

put co-operation <strong>in</strong> multilateral organizations, <strong>in</strong>clud<strong>in</strong>g<br />

the European Union, the World Bank, and the United<br />

Nations, as a major priority. As a result, a comparatively<br />

small amount of fund<strong>in</strong>g has been earmarked for bilateral<br />

Technical Cooperation, which is shared by various<br />

<strong>in</strong>struments and organizations. Despite this, <strong>in</strong> 1999 the<br />

German Government drew up an unusually high budget<br />

for develop<strong>in</strong>g the region with the Stability Pact for<br />

<strong>South</strong>-Eastern Europe. Today <strong>South</strong>-Eastern Europe cont<strong>in</strong>ues<br />

to receive significant amounts of fund<strong>in</strong>g with<strong>in</strong><br />

the framework of bilateral German Technical Co-opera-<br />

tion program, despite the needs of numerous disasters and<br />

crises throughout the world requir<strong>in</strong>g f<strong>in</strong>ancial support.<br />

Integration of the region <strong>in</strong>to Europe is the primary goal.<br />

The prospect of membership <strong>in</strong> the European Union is<br />

a unique and special aspect of TC <strong>in</strong> the countries of<br />

<strong>South</strong>-Eastern Europe, and the governments, bus<strong>in</strong>esses<br />

and civil society organizations receive support <strong>in</strong> prepar<strong>in</strong>g<br />

for accession to the European Union. Fund<strong>in</strong>g made<br />

available by the bilateral German TC (BMZ/GTZ) program<br />

is equally distributed to the countries and is not concentrated<br />

<strong>in</strong> particular regions. Once accession has been<br />

achieved bilateral TC will be withdrawn from the new<br />

member states to be replaced by European funds and <strong>in</strong>struments<br />

for co-operation.<br />

<strong>Economic</strong> reconstruction and development are crucial for<br />

meet<strong>in</strong>g the development policy criteria (poverty reduction),<br />

as well as for support<strong>in</strong>g European <strong>in</strong>tegration. In<br />

all countries <strong>in</strong> this region the start<strong>in</strong>g position was similar;<br />

warlike conflicts and/or misallocations of resources <strong>in</strong><br />

planned economies, which led to the collapse of national<br />

economies. Therefore <strong>in</strong>itially the ma<strong>in</strong> objective of TC<br />

was short-term effective support for reviv<strong>in</strong>g economic<br />

activity and improv<strong>in</strong>g liv<strong>in</strong>g conditions. The next step<br />

was to provide advice to transform the economic system.<br />

Today TC (BMZ/GTZ) focuses on support<strong>in</strong>g the development<br />

of long-term effective and susta<strong>in</strong>able structures<br />

for economic promotion and improvement of the <strong>in</strong>vestment<br />

climate, which <strong>in</strong>clude the approaches to local/regional<br />

economic development described <strong>in</strong> the follow<strong>in</strong>g<br />

chapters.<br />

The effectiveness of TC <strong>in</strong> this region was confirmed <strong>in</strong> an<br />

appraisal carried out on behalf of BMZ (Lührmann 2005),<br />

which reported that GTZ employees had succeeded <strong>in</strong><br />

develop<strong>in</strong>g solutions, based on a wide range of experiences<br />

globally and regionally. Through the careful and<br />

pragmatic selection and comb<strong>in</strong><strong>in</strong>g of the development<br />

policy <strong>in</strong>struments used, the solutions were successfully<br />

adapted to particular situations and the needs of target<br />

groups and partners.<br />

A result of our work was to contribute to eas<strong>in</strong>g the return<br />

of refugees <strong>in</strong> the years follow<strong>in</strong>g the warlike conflicts,<br />

to facilitate economic co-operation through foster<strong>in</strong>g a<br />

spirit of partnership and to contribute to peacekeep<strong>in</strong>g.<br />

The goal of many transnational approaches is to promote<br />

a grow<strong>in</strong>g feel<strong>in</strong>g of solidarity and support, and the realization<br />

that co-operation contributes to economic growth<br />

and improved liv<strong>in</strong>g standards of each person more effec-<br />
