a jo<strong>in</strong>t strategy (vision, guid<strong>in</strong>g pr<strong>in</strong>ciples for tourism development)<br />

for the dest<strong>in</strong>ation of Herzegov<strong>in</strong>a. It will be<br />

important to break the strategy down <strong>in</strong>to concrete plans<br />

for measures that take <strong>in</strong>to account the available resources<br />

of the actors (<strong>in</strong>frastructure development, market<strong>in</strong>g plan,<br />

etc.).<br />

However, national and <strong>in</strong>ternational travel groups are already<br />

demonstrat<strong>in</strong>g greater <strong>in</strong>terest <strong>in</strong> the dest<strong>in</strong>ation, as<br />

shown by the ris<strong>in</strong>g numbers of visitors, both day visitors<br />

and those who stay overnight. Tourism is ga<strong>in</strong><strong>in</strong>g <strong>in</strong>creas<strong>in</strong>g<br />

recognition as an area of economic activity. This can<br />

be seen <strong>in</strong> the fact that firms are <strong>in</strong>vest<strong>in</strong>g <strong>in</strong> small board<strong>in</strong>g<br />

houses, restaurants, and other tourism services (bus<br />

companies, raft<strong>in</strong>g services, etc.). In addition, firms are<br />

becom<strong>in</strong>g more will<strong>in</strong>g to pay membership dues to the<br />

tourism association so that the association has more scope<br />

for its activities.<br />

These positive developments allow the association to<br />

achieve faster results <strong>in</strong> the pilot region of Mostar and<br />

to see the results of certa<strong>in</strong> measures <strong>in</strong> a shorter period.<br />

Thus, the region is a model for other regions. Associations<br />

of these regions can benefit from the experiences <strong>in</strong><br />

Mostar.<br />

Recommendations for similar projects<br />

The title of this article poses the question of whether tourism<br />

can be the solution for structurally weak regions.<br />

For the region of Mostar the answer is yes, if one takes <strong>in</strong>to<br />

account that tourism can only be a supplement to other<br />

measures that improve <strong>in</strong>frastructure. For this to occur,<br />

the follow<strong>in</strong>g conditions must be met:<br />

• Exist<strong>in</strong>g tourism potential (e. g. nature, landscape,<br />

cultural and historical sites) and a m<strong>in</strong>imum degree<br />

of tourism <strong>in</strong>frastructure (<strong>in</strong>dependent of the planned<br />

product and the target group)<br />

• Will<strong>in</strong>gness of the local population to welcome tourists<br />

and cater to them, as well as to make the required<br />

<strong>in</strong>vestments<br />

• Organizational structures that are able to assist <strong>in</strong> the<br />

development of tourism products (build<strong>in</strong>g networks)<br />

and also to create the necessary l<strong>in</strong>kages to the market<br />

The idea of network build<strong>in</strong>g <strong>in</strong> the region is central,<br />

probably more so than <strong>in</strong> other economic sectors, because<br />

an attractive tourist dest<strong>in</strong>ation is comprised of many <strong>in</strong>dividual<br />

services (transportation, accommodations, cater<strong>in</strong>g,<br />

cultural events, sport activities, etc., often provided by<br />

small and micro enterprises. Individual firms alone have<br />

little chance of cop<strong>in</strong>g with <strong>in</strong>ternational competition.<br />

Offer<strong>in</strong>g technical and methodological tra<strong>in</strong><strong>in</strong>g to staff<br />

members of the tourism associations and organizations,<br />

draw<strong>in</strong>g up concepts for susta<strong>in</strong>able f<strong>in</strong>anc<strong>in</strong>g of association<br />

structures, develop<strong>in</strong>g a service portfolio, and support<strong>in</strong>g<br />

the formulation of market-oriented strategies are<br />

therefore central elements of a promotional concept for<br />

tourism development <strong>in</strong> structurally weak regions.<br />
