these EU neighbor countries. Activities encompass the<br />

national policy level as well as regional and local adm<strong>in</strong>istrative<br />

<strong>in</strong>stitutions, private firms and work with non-governmental<br />

organizations as target groups and as <strong>in</strong>termediaries.<br />

At the center of all these activities is the capacity<br />

development of adm<strong>in</strong>istrative <strong>in</strong>stitutions to enable them<br />

to formulate and implement regional policy and design<br />

concrete concepts to support decentralized and susta<strong>in</strong>able<br />

economic development.<br />

Transnational co-operation as a l<strong>in</strong>k between the<br />

regions of old EU members, new EU countries and<br />

EU neighbors<br />

With the development of regional structural policy <strong>in</strong>struments,<br />

promotion of greater <strong>in</strong>teraction between subnational<br />

units was encouraged. Transnational and <strong>in</strong>terregional<br />

co-operation facilitates <strong>in</strong>tegration between new<br />

and old EU members. Start<strong>in</strong>g <strong>in</strong> 2007 the European Association<br />

for Cross-border Co-operation will strengthen<br />

such processes with<strong>in</strong> the EU, and will replace the EU’s<br />

relatively small INTERREG Program. Cross-border cooperation<br />

is also relevant for the countries that will not become<br />

EU members. Particularly <strong>in</strong> <strong>South</strong>-Eastern Europe<br />

close <strong>in</strong>tegration between members and non-members of<br />

the EU is essential for long-term economic development.<br />

In addition to purely national and regional measures <strong>in</strong><br />

<strong>South</strong>-Eastern Europe, the EU Neighborhood <strong>in</strong>strument<br />

will offer greater opportunities to participate <strong>in</strong> transnational<br />

co-operation, and thereby promote long-term <strong>in</strong>tegration<br />

at both economic and social levels. Germany, as<br />

the most important economic partner of the SEE countries,<br />

is also genu<strong>in</strong>ely <strong>in</strong>terested <strong>in</strong> further expand<strong>in</strong>g<br />

transnational co-operation with partners <strong>in</strong> this region.<br />

Thus GTZ supports co-operation between adm<strong>in</strong>istrative<br />

<strong>in</strong>stitutions, through cross-border partnerships, <strong>in</strong> a<br />

wide range of sectors. GTZ <strong>in</strong>itiated INTERREG projects<br />

to assist with regional economic <strong>in</strong>tegration <strong>in</strong> the areas<br />

of energy markets and the modernization of trans-European<br />

railway connections. In the area of adm<strong>in</strong>istrative<br />

structure, GTZ is <strong>in</strong>volved <strong>in</strong> cross-border co-operation<br />

to improve network<strong>in</strong>g between regional plann<strong>in</strong>g and regional<br />

economic development, and is <strong>in</strong>volved <strong>in</strong> the development<br />

of jo<strong>in</strong>t concepts for tourism <strong>in</strong> all countries<br />

through which the River Danube flows.<br />
