dled, but also the f<strong>in</strong>anc<strong>in</strong>g mechanisms. Education, <strong>in</strong><br />

particular, has multiple f<strong>in</strong>anc<strong>in</strong>g sources.<br />

The second important conclusion resulted from the great<br />

importance of learn<strong>in</strong>g and education for the entire Russian<br />

society. Given that the economy is develop<strong>in</strong>g well,<br />

there are now attempts to aga<strong>in</strong> build on the long periods<br />

of high educational standards <strong>in</strong> the Soviet times, which<br />

have dis<strong>in</strong>tegrated dur<strong>in</strong>g the transformation period.<br />

This is the explanation for the impressively broad participation<br />

<strong>in</strong> the Learn<strong>in</strong>g Region Pereslawl. Although the<br />

project is still <strong>in</strong> the <strong>in</strong>itial stages, even after term<strong>in</strong>ation of<br />

the German support, the actors have realized that a higher,<br />

more modern educational level, with an orientation to<br />

economic development possibilities, can reduce migration<br />

of young people and <strong>in</strong>crease the competitiveness of firms<br />

and the region as a whole.<br />

Recommendations for similar projects<br />

Experience <strong>in</strong> the district of Pereslawl shows that certa<strong>in</strong><br />

conditions must be met <strong>in</strong> order to use learn<strong>in</strong>g regions to<br />

actually tap the exist<strong>in</strong>g potential for susta<strong>in</strong>able regional<br />

development. However, the experiences also lead to the<br />

conclusion that these preconditions can be met especially<br />

<strong>in</strong> the context of transformation because of the <strong>in</strong>complete<br />

restructur<strong>in</strong>g of the economy, the cont<strong>in</strong>ual reorientation<br />

of educational and cultural policy, and the new<br />

awareness develop<strong>in</strong>g <strong>in</strong> civil society. Above all, education<br />

and educational policy still have very great importance <strong>in</strong><br />

the m<strong>in</strong>ds of the people, despite the grave f<strong>in</strong>ancial problems<br />

<strong>in</strong> the public educational sector.<br />

Potential for scientific flank<strong>in</strong>g, quality assurance, and<br />

clear signals for regional market<strong>in</strong>g<br />

Key people, who assume responsibility, make decisions,<br />

and communicate<br />

It is crucial that the educational sector be mobilized as a<br />

resource for improvement of the economic and social situation<br />

<strong>in</strong> the region, whereby the consequences of rapid<br />

structural change still occurr<strong>in</strong>g particularly <strong>in</strong> the regions<br />

of the transition countries must be taken <strong>in</strong>to account.<br />
