Although a series of economic development <strong>in</strong>stitutions<br />

have been set up across Bulgaria with the support of <strong>in</strong>ternational<br />

donor organizations, they are – as experience<br />

<strong>in</strong> other Central and Eastern European countries has also<br />

shown – not f<strong>in</strong>ancially viable, because the dim<strong>in</strong>ish<strong>in</strong>g<br />

or already exhausted donor funds cannot be (sufficiently)<br />

replaced by the largely private sponsor<strong>in</strong>g structures.<br />

Perhaps the regional and municipal adm<strong>in</strong>istrations are of<br />

the op<strong>in</strong>ion that such agencies must f<strong>in</strong>ance themselves<br />

through the sale of their services. This means that these<br />

agencies attempt to acquire new donor commissions,<br />

thereby necessarily neglect<strong>in</strong>g the orig<strong>in</strong>al task, that of<br />

promot<strong>in</strong>g bus<strong>in</strong>ess start-ups and small and mediumsized<br />

firms.<br />

Recommendations for similar projects:<br />

The ma<strong>in</strong> task of the economic development centers<br />

should be the support of bus<strong>in</strong>ess start-ups and exist<strong>in</strong>g<br />

companies <strong>in</strong> the region. More attention should be paid<br />

to strengthen<strong>in</strong>g the competitiveness and export capability<br />

especially of medium-sized firms. This also <strong>in</strong>cludes<br />

familiariz<strong>in</strong>g these firms with EU standards.<br />

The agencies should see themselves as service providers or<br />

<strong>in</strong>termediaries between firms and the adm<strong>in</strong>istration.<br />

The economic development centers can only cont<strong>in</strong>ue to<br />

exist and achieve their objectives if the public sponsors of<br />

these centers are will<strong>in</strong>g to f<strong>in</strong>ancially support them (out<br />

of the public budget).<br />

In order to achieve synergy effects, attempts should be<br />

made to build a network of economic development centers.<br />

There should be an evaluation to determ<strong>in</strong>e whether<br />

support can be concentrated on such federations. If this<br />

succeeds, there must be guarantees that the transferred<br />

knowledge is made available to the municipal and regional<br />

economic development agencies through flank<strong>in</strong>g tra<strong>in</strong><strong>in</strong>g<br />

measures. This would <strong>in</strong>crease the multiplier effect of<br />

the consult<strong>in</strong>g.<br />
