6.8 Public-Private Partnership <strong>in</strong> Albania – Controlled Cultivation and Qualified<br />

Collect<strong>in</strong>g of Medic<strong>in</strong>al Plants and Spices<br />

Context<br />

Thanks to its very limited development of farm culture,<br />

Albania enjoys a rich deposit of medic<strong>in</strong>al plants and<br />

spices. As one of the most important European source regions<br />

for these natural products, Albania today is one of<br />

Europe’s ma<strong>in</strong> exporters. Both controlled cultivation <strong>in</strong><br />

mostly small farm<strong>in</strong>g operations and collection <strong>in</strong> the wild<br />

are very labor <strong>in</strong>tensive and are concentrated predom<strong>in</strong>antly<br />

<strong>in</strong> marg<strong>in</strong>al locations. And so although medic<strong>in</strong>al<br />

and spice herbs represent a niche product, they can make<br />

major contributions <strong>in</strong> the fight aga<strong>in</strong>st poverty and to the<br />

development of the regional economy.<br />

The plants are extracted ma<strong>in</strong>ly <strong>in</strong> the poor regions <strong>in</strong> the<br />

north of the country, <strong>in</strong> particular <strong>in</strong> the areas of Shkodra,<br />

Korca, Elbasan and Gramsh. Collect<strong>in</strong>g and process<strong>in</strong>g<br />

medic<strong>in</strong>al and spice plants has a long tradition here. Large<br />

parts of the population are reliant on the riches of nature<br />

to earn their liv<strong>in</strong>g.<br />

Of the approximately 3,500 types and varieties, about 200<br />

are exported. The ma<strong>in</strong> buyers, <strong>in</strong> addition to Germany,<br />

are the United States, Italy, Turkey and France. The <strong>in</strong>come<br />

from the export of medic<strong>in</strong>al and spice plants <strong>in</strong><br />

2004 amounted to about EUR 12 million.<br />

The entire delivery cha<strong>in</strong> – <strong>in</strong>clud<strong>in</strong>g the Albanian collectors<br />

and producers, the processors, and the exporters<br />

– is faced with the big challenge of meet<strong>in</strong>g the steadily<br />

<strong>in</strong>creas<strong>in</strong>g requirements of foodstuffs legislation and trade<br />

and <strong>in</strong>dustry <strong>in</strong> the import countries. This is where the<br />

support from the company KRÄUTER MIX GmbH,<br />

Abtsw<strong>in</strong>d, Germany, comes <strong>in</strong>. With<strong>in</strong> the context of a<br />

Public-Private Partnership (PPP) project conducted with<br />

GTZ, standards are be<strong>in</strong>g announced and dissem<strong>in</strong>ated<br />

for controlled cultivation and qualified collection <strong>in</strong> Albania.<br />

The guidel<strong>in</strong>es put out by the World Health Organization<br />

(WHO) for Good Agricultural and Collection<br />

Practices (GACP) are form<strong>in</strong>g the foundation.<br />

The goal of the PPP project is to promote controlled collection,<br />

controlled cultivation, and the production of select<br />

medic<strong>in</strong>al herbs at a pharmaceutical quality level. Parallel<br />

to the technical care of propagat<strong>in</strong>g and cultivat<strong>in</strong>g<br />

activities, all <strong>in</strong>dividuals participat<strong>in</strong>g <strong>in</strong> production are<br />

tra<strong>in</strong>ed.<br />

Project implementation<br />

Tra<strong>in</strong><strong>in</strong>g and upgrad<strong>in</strong>g: In tra<strong>in</strong><strong>in</strong>g courses set up to meet<br />

a wide range of needs, Albanian partners are be<strong>in</strong>g shown<br />

how to implement the GACP guidel<strong>in</strong>es consistently not<br />

only <strong>in</strong> their own bus<strong>in</strong>ess but also for the correspond<strong>in</strong>g<br />

raw commodities suppliers. The tra<strong>in</strong><strong>in</strong>g courses teach:<br />

• Propagat<strong>in</strong>g and cultivat<strong>in</strong>g methods of medic<strong>in</strong>al<br />

and spice plants <strong>in</strong> open ground<br />

• Ecological l<strong>in</strong>kages <strong>in</strong> the harvest<strong>in</strong>g of medic<strong>in</strong>al<br />

plants<br />

• Legal conditions <strong>in</strong> Albania and <strong>in</strong> sales markets<br />

By the end of the project, 10 to 15 <strong>in</strong>termediate buyers and<br />

20 to 50 professional collectors will be tra<strong>in</strong>ed.<br />

Rais<strong>in</strong>g awareness and exchange of expert <strong>in</strong>formation:<br />

The development potential of collect<strong>in</strong>g medic<strong>in</strong>al and<br />

spice plants and the correlat<strong>in</strong>g job and <strong>in</strong>come opportunities<br />

for collector <strong>in</strong>itiatives are be<strong>in</strong>g presented at <strong>in</strong>formation<br />

events. Informational material <strong>in</strong> Albania is be<strong>in</strong>g<br />

made available.<br />

The exchange of expert <strong>in</strong>formation among professional<br />

collectors, producers, agricultural experts, and natural scientists<br />

is a major element of the project. The goal on the<br />

one hand is to improve communication and coord<strong>in</strong>ation<br />

along the value cha<strong>in</strong> (from collection or cultivation to the<br />

end buyer or exporter) and on the other hand to improve<br />

the transfer of knowledge from advis<strong>in</strong>g and science to<br />

production and trade.<br />

Conservation of genetic resources and experimental cultivation:<br />

With<strong>in</strong> the context of the PPP project, highgrade<br />

medic<strong>in</strong>al plants are be<strong>in</strong>g cultivated <strong>in</strong> a heatable<br />

thermo/double-film greenhouse to conserve genetic resources.<br />

Furthermore, cultivation experiments to cultivate<br />

types of Gentiana lutea (gentian) and Primula veris<br />

(cowslip) are be<strong>in</strong>g undertaken. At the end of the project,<br />

the greenhouse will be handed over to a local partner for<br />

further use.<br />

Traceability and quality assurance: In the <strong>in</strong>terest of food<br />

security and of consumer protection, lawmakers, the process<strong>in</strong>g<br />

<strong>in</strong>dustry and retail trade <strong>in</strong> the EU are requir<strong>in</strong>g<br />

the traceability of products through the use of complete<br />

orig<strong>in</strong> documentation. With<strong>in</strong> the context of the project,<br />

KRÄUTER MIX GmbH supports not only the <strong>in</strong>troduction<br />

of such systems for orig<strong>in</strong> documentation but also<br />

other measures for quality assurance start<strong>in</strong>g from collection<br />

or cultivation all the way to the consumer. In this<br />

connection, KRÄUTER MIX GmbH is also develop<strong>in</strong>g<br />

a supplier evaluation system.<br />
