Recommendations<br />

The follow<strong>in</strong>g important pr<strong>in</strong>ciples for results-oriented<br />

plann<strong>in</strong>g and implementation of cluster-oriented assistance<br />

strategies and measures can be derived from recent<br />

project experience:<br />

• Bottom-up, top-down approach: support for the<br />

<strong>in</strong>itiatives of <strong>in</strong>novative bus<strong>in</strong>esspersons (bottomup)<br />

while <strong>in</strong>corporat<strong>in</strong>g change agents <strong>in</strong> public and<br />

private sponsor<strong>in</strong>g and implement<strong>in</strong>g organizations<br />

(top-down)<br />

• Systemic competitiveness approach: <strong>in</strong>tegration of<br />

measures at the micro (cluster actors), meso (service<br />

providers), and macro (framework conditions) levels,<br />

as well as the metalevel (cooperation mentality and<br />

trust)<br />

• Change management and dissem<strong>in</strong>ation of <strong>in</strong>novation<br />

approaches: support of change processes with<strong>in</strong><br />

the cluster and <strong>in</strong> service organizations by <strong>in</strong>corporat<strong>in</strong>g<br />

<strong>in</strong>novative actors (change agents)<br />
