worked for the consult<strong>in</strong>g firm DELTA on the project for economic<br />
and employment promotion <strong>in</strong> Montenegro.<br />

Dr. Stefan Dräger, geography graduate (PhD), specialized <strong>in</strong> economic<br />
development, worked as a research assistant on a project at the<br />
universities of Frankfurt (Ma<strong>in</strong>) and Düsseldorf; after work<strong>in</strong>g for a<br />
consult<strong>in</strong>g firm <strong>in</strong> Frankfurt (Ma<strong>in</strong>), he became an <strong>in</strong>dependent consultant<br />
for regional and municipal development <strong>in</strong> 1991. The regional<br />
focus of his work is currently on <strong>South</strong>-Eastern Europe, southern Caucasus<br />
and the Federal Republic of Germany.<br />

Ulrike Gantzer-Sommer, economics and political science graduate<br />
(M. A.) and graduate of the German <strong>Development</strong> Institute (DIE,<br />
acquired professional experience <strong>in</strong> a small family bus<strong>in</strong>ess and as a<br />
bus<strong>in</strong>ess consultant; has worked cont<strong>in</strong>uously <strong>in</strong> the field of economic<br />
development and promotion, <strong>in</strong>itially <strong>in</strong> Asian more advanced countries.<br />
S<strong>in</strong>ce 1991, she has worked for several clients supervis<strong>in</strong>g GTZ<br />
projects on develop<strong>in</strong>g a function<strong>in</strong>g market economy and a competitive<br />
economy <strong>in</strong> Central, East and <strong>South</strong>-Eastern Europe. S<strong>in</strong>ce 2001,<br />
she has coord<strong>in</strong>ated the program on economic development and employment<br />
promotion (EDEP) <strong>in</strong> the GTZ Division for <strong>South</strong>-Eastern<br />

Wulf H. Goretzky, economics graduate (M. A.); comb<strong>in</strong>es his private<br />
sector experiences with his development cooperation assignments<br />
across the world. In the critical period of reconstruction <strong>in</strong> Bosnia and<br />
Herzegov<strong>in</strong>a follow<strong>in</strong>g the Dayton Agreement, he worked <strong>in</strong> the field<br />
of economic development <strong>in</strong> the <strong>Development</strong> Corporation Tuzla.<br />
S<strong>in</strong>ce 2003, he has coord<strong>in</strong>ated the economic development and employment<br />
promotion program (EDEP) <strong>in</strong> Bosnia and Herzegov<strong>in</strong>a,<br />
implemented by GTZ on behalf of BMZ and the Swiss Agency for<br />
<strong>Economic</strong> Cooperation and <strong>Development</strong> (SDC).<br />

Lucie Gumbrecht, jo<strong>in</strong>ed GTZ <strong>in</strong> 1990, <strong>in</strong>itially worked <strong>in</strong> the division<br />
for vocational education with a range of responsibilities; <strong>in</strong> 1998,<br />
she switched to the GTZ <strong>Regional</strong> Division for Central and <strong>South</strong>-<br />
Eastern Europe, Caucasian and Central Asian Countries and has been<br />
work<strong>in</strong>g s<strong>in</strong>ce as adm<strong>in</strong>istrative officer for Macedonia, Albania and<br />
Moldova. She is manager of the projects on green belt management <strong>in</strong><br />
Tirana and assistance for physically and mentally disabled children <strong>in</strong><br />

Dr. Re<strong>in</strong>hard Hanke, agricultural eng<strong>in</strong>eer (M. Sc.), job experience<br />
<strong>in</strong> agricultural research and consult<strong>in</strong>g <strong>in</strong> Lat<strong>in</strong> America and <strong>in</strong> agricultural<br />
restructur<strong>in</strong>g <strong>in</strong> former East Germany. S<strong>in</strong>ce 1999, he has worked<br />
as a team leader and expert on the farm<strong>in</strong>g and regional development<br />
<strong>in</strong> GTZ and EU projects <strong>in</strong> <strong>South</strong>-Eastern Europe. S<strong>in</strong>ce 2002, his<br />
focus has been on steer<strong>in</strong>g the FAMAD project on the promotion of<br />
w<strong>in</strong>e and fruit cultivation/development of Lovetch mounta<strong>in</strong> region,<br />
implemented by GTZ on behalf of BMZ.<br />

Ulrich Höcker, geographer with specialization <strong>in</strong> economic geography<br />
(M. A.); has been with GTZ s<strong>in</strong>ce 1999, <strong>in</strong> different positions.<br />
He is currently work<strong>in</strong>g at the GTZ Head Office <strong>in</strong> the Division for<br />
<strong>Economic</strong> <strong>Development</strong> and Employment where he supervises projects<br />
on private sector promotion <strong>in</strong> Asia and Lat<strong>in</strong> America. His focus is on<br />
local/regional economic development, <strong>in</strong>novation and technology policies<br />
as well as bus<strong>in</strong>ess development services. From 1999 to 2002, he<br />
worked on two projects for the promotion of small and medium-sized<br />
enterprises (SMEs) <strong>in</strong> El Salvador and Argent<strong>in</strong>a.<br />

Boban Ilik, agricultural eng<strong>in</strong>eer, worked as market <strong>in</strong>formation expert<br />
<strong>in</strong> a project funded by USAID from 1996 to 1999; at GTZ, he has<br />
coord<strong>in</strong>ated diverse agricultural and rural development projects implemented<br />
by GTZ on behalf of BMZ. As coord<strong>in</strong>ator of the project on<br />
support for the modernization of Macedonian agriculture, he was a<br />
consultant to the Macedonian government on harmoniz<strong>in</strong>g agricultural<br />
policies and agrarian reforms with a view to EU accession. He<br />
was also <strong>in</strong>volved <strong>in</strong> the promotion of cross-border economic cooperation<br />
at the government, <strong>in</strong>stitution and enterprise level.<br />

Dr. Hans J. Jakob, veter<strong>in</strong>arian (PhD); has been with GTZ s<strong>in</strong>ce<br />
1969, work<strong>in</strong>g ma<strong>in</strong>ly on projects <strong>in</strong> <strong>South</strong>-East Asia. From 1990 to<br />
1994, he was a senior plann<strong>in</strong>g officer for agriculture <strong>in</strong> the Plann<strong>in</strong>g<br />
and <strong>Development</strong> department. S<strong>in</strong>ce 1994, he has been GTZ’s project<br />
director for regional development projects <strong>in</strong> West Romania. Priority<br />
areas <strong>in</strong>clude regional development, formation of producer and professional<br />
associations <strong>in</strong> agriculture and tourism, advisory services on<br />
loans as well as banks, microcredit funds and self-help organizations,<br />
farm development and agricultural services such as farm contractors for<br />
farm mach<strong>in</strong>ery, agricultural trade and company consult<strong>in</strong>g.<br />

Dr. W<strong>in</strong>fried Kalhöfer, qualified <strong>in</strong> social science (PhD), ga<strong>in</strong>ed<br />
professional experience <strong>in</strong> community development <strong>in</strong> West Africa; he<br />
worked with the Carl Duisberg Society (CDG), <strong>in</strong>itially as regional coord<strong>in</strong>ator.<br />
S<strong>in</strong>ce 1995, he has been responsible for concept development<br />
and implementation of vocational tra<strong>in</strong><strong>in</strong>g programs. His focus is on<br />
long-term tra<strong>in</strong><strong>in</strong>g measures for <strong>South</strong>-East Asian countries. When the<br />
CDG was replaced by InWEnt, his area of responsibility was expanded<br />
to <strong>in</strong>clude the <strong>South</strong>-Eastern European region. His ma<strong>in</strong> area of <strong>in</strong>terest<br />
is the promotion of public-private cooperation.<br />

Katja Kalusch, <strong>in</strong>tern <strong>in</strong> the program for economic development and<br />
