tourist centers in the Montenegrin hinterland. With the sector network
SELLER, she was a member of the steering group as well as external
coordinator for South-Eastern Europe. Since September 2005, she has
worked for the consulting firm DELTA on the project for economic
and employment promotion in Montenegro.

Dr. Stefan Dräger, geography graduate (PhD), specialized in economic
development, worked as a research assistant on a project at the
universities of Frankfurt (Main) and Düsseldorf; after working for a
consulting firm in Frankfurt (Main), he became an independent consultant
for regional and municipal development in 1991. The regional
focus of his work is currently on South-Eastern Europe, southern Caucasus
and the Federal Republic of Germany.

Ulrike Gantzer-Sommer, economics and political science graduate
(M. A.) and graduate of the German Development Institute (DIE,
acquired professional experience in a small family business and as a
business consultant; has worked continuously in the field of economic
development and promotion, initially in Asian more advanced countries.
Since 1991, she has worked for several clients supervising GTZ
projects on developing a functioning market economy and a competitive
economy in Central, East and South-Eastern Europe. Since 2001,
she has coordinated the program on economic development and employment
promotion (EDEP) in the GTZ Division for South-Eastern
Europe, Caucasian and Central Asian Countries.

Wulf H. Goretzky, economics graduate (M. A.); combines his private
sector experiences with his development cooperation assignments
across the world. In the critical period of reconstruction in Bosnia and
Herzegovina following the Dayton Agreement, he worked in the field
of economic development in the Development Corporation Tuzla.
Since 2003, he has coordinated the economic development and employment
promotion program (EDEP) in Bosnia and Herzegovina,
implemented by GTZ on behalf of BMZ and the Swiss Agency for
Economic Cooperation and Development (SDC).

Lucie Gumbrecht, joined GTZ in 1990, initially worked in the division
for vocational education with a range of responsibilities; in 1998,
she switched to the GTZ Regional Division for Central and South-
Eastern Europe, Caucasian and Central Asian Countries and has been
working since as administrative officer for Macedonia, Albania and
Moldova. She is manager of the projects on green belt management in
Tirana and assistance for physically and mentally disabled children in
Albania.

Dr. Reinhard Hanke, agricultural engineer (M. Sc.), job experience
in agricultural research and consulting in Latin America and in agricultural
restructuring in former East Germany. Since 1999, he has worked
as a team leader and expert on the farming and regional development
in GTZ and EU projects in South-Eastern Europe. Since 2002, his
focus has been on steering the FAMAD project on the promotion of
wine and fruit cultivation/development of Lovetch mountain region,
implemented by GTZ on behalf of BMZ.

Ulrich Höcker, geographer with specialization in economic geography
(M. A.); has been with GTZ since 1999, in different positions.
He is currently working at the GTZ Head Office in the Division for
Economic Development and Employment where he supervises projects
on private sector promotion in Asia and Latin America. His focus is on
local/regional economic development, innovation and technology policies
as well as business development services. From 1999 to 2002, he
worked on two projects for the promotion of small and medium-sized
enterprises (SMEs) in El Salvador and Argentina.

Boban Ilik, agricultural engineer, worked as market information expert
in a project funded by USAID from 1996 to 1999; at GTZ, he has
coordinated diverse agricultural and rural development projects implemented
by GTZ on behalf of BMZ. As coordinator of the project on
support for the modernization of Macedonian agriculture, he was a
consultant to the Macedonian government on harmonizing agricultural
policies and agrarian reforms with a view to EU accession. He
was also involved in the promotion of cross-border economic cooperation
at the government, institution and enterprise level.

Dr. Hans J. Jakob, veterinarian (PhD); has been with GTZ since
1969, working mainly on projects in South-East Asia. From 1990 to
1994, he was a senior planning officer for agriculture in the Planning
and Development department. Since 1994, he has been GTZ’s project
director for regional development projects in West Romania. Priority
areas include regional development, formation of producer and professional
associations in agriculture and tourism, advisory services on
loans as well as banks, microcredit funds and self-help organizations,
farm development and agricultural services such as farm contractors for
farm machinery, agricultural trade and company consulting.

Dr. Winfried Kalhöfer, qualified in social science (PhD), gained
professional experience in community development in West Africa; he
worked with the Carl Duisberg Society (CDG), initially as regional coordinator.
Since 1995, he has been responsible for concept development
and implementation of vocational training programs. His focus is on
long-term training measures for South-East Asian countries. When the
CDG was replaced by InWEnt, his area of responsibility was expanded
to include the South-Eastern European region. His main area of interest
is the promotion of public-private cooperation.

Katja Kalusch, intern in the program for economic development and
employment promotion (EDEP) in Albania, implemented by GTZ
on behalf of BMZ. The focal point of the program is regional development,
particularly in North Albania.

Regina Kallmayer, engineering (architecture) and urban management
graduate (M. Sc.), with two years of study experience in South-East
Asia ; she worked as consultant for the GTZ project “Historic City
Center Rehabilitation Sibiu, Romania” and on UNESCO’s project on
Small Historical Coastal Cities. She has been with GTZ since 2003.
She was initially involved in urban and municipal development projects
and, since 2004, has been working as project manager for South-
Eastern Europe, her priority areas being urban and regional development,
land management and economic development and employment
promotion.
