Philos- ophically speaking, there is the whole big issue of pragmatic rationality of a given 'system' contending against deeper incorrigible, intransigent and vindicative structures ol'interest. Incapacity to take full cognizance of the latter while pin- ning faith in the sudden openings provi- ded by a new kind of world leadership can make us feel good but it is not likely 10 prepare us for producing a better world. 'he duiilist world structure with which this piipcr is I'undamentally concerned has, no i-k~ubt, been a result of interlockingbetween a number of dimensions of which the crowningvariable was militarization and global arms race. Any stepping away from the precipice to which this one factor was leading the world cannot but be welcomed by all of us. It is the most important first step in the direction of global transformation and the creation of a better world. But unless it is followed by other major steps and unless it is prevented to be swallowed and coopted by dominant structures of prevailing global stutl~s quo we are once again likely to misread symptonlatic changes as being transformativc and regenerative. We have reached a situation in which dominant perceptions of human prospects (as found in global think-tanks) have for long been moving from early optimism about possibilities of human welfare and we'll being 10 a pcssimisiic bcenaiiu in which concerns of security against the forces of revolt seem to be overtaking the erstwhile paradigm ot"developn~cnt'. It was part of such a primacy of the issue of security - against international terrorism, against mass revolts from the lower classes, against the encroachment of the world peripheries - that militarix- ation had become so pervasive a factor. It of course overshot itself. Hence the effort to de-escalate. But unless we recognize the full bearing of this sccna- rio end evolve our steps accordingly, we are bound to be caught napping once again. Notes 1.
