vassaux, civils ou militaires, violent les
principes dbrnocratiques, aident au pillage
des revenus africains et au transfer! de
'inflation des nantis, tout en multipliant
coups d'Etat et etats d'exception. Un
accent particulier est rnis sur les visees
espagnoles et franqaises. Realit6 d'hier,
comrne d'aujourd'hui, historiens et geogra-
phes ont tendance a la taire, prudemment.

Research Institute, this book offers a
selection of papers prepared by a host of
Makerere University scholars for an inter-
national seminar held in 1987 in Kampala
which brought together 260 participants
from 20 countries, Uganda has been in
trouble for more than 20 years. The gene-
ral consensus was well expressed by
Uganda's President, Yoweri K. Museveni
when he said: "In order for the conflict to
be effectively resolved, apart from adopt-
ing a democratic style of government
which accommodates everybody who has
got any legitimate political interest, we
must try to expand the base of the econo-
my so that it is able to satisfy the interests
of different social groups and therefore
maintain harmony". The book is a wealth
of information and analyses and it is
bound to become a classic for those
trying to understand the situation and,
above all, to work out methods of conflict
resolution - and contribute to a people
oriented development in Uganda.
