Exclusive Interview
Mayor Guti, what is your trajectory
until the arrival to the position of Guarulhos city’s
mayor?
I was the youngest politician in Guarulhos to take
office of councilman in 2008, at the age of 23. In
my performance, I was accredited as the most active
parliamentarian in the House of Congressmen.
In 2014, I launched my candidacy for Federal
Deputy. In spite of the small campaign, the significant
more than 47,000 votes consolidated me as the greatest
exponent of the opposition in the city. In Guarulhos,
I am related to the collections and the fight against
corruption, abusive increase of IPTU, implementation
of the Sole Legal Regime, besides always striving for a
quality education and better conditions in the health
system.
The decision to run for mayor was taken from a process
of growth during the years of acting as a councilor. I
talked to residents of the county’s four corners, heard
reports and saw with my own eyes what the city needed.
In addition, I was in the House of Congressmen voting
and analyzing the City Hall’s accounts, seeing where
were the administrative mistakes of the old management.
With this experience, I realized that I could do more
for Guarulhos. I got ready, studied a lot, and put myself
at the population’s disposal to represent the city.
In this first year of your mandate,
what have been the main results already achieved?
At the beginning of the first year of operation, we
created 17 support centers for family health, with
a transfer of R$ 240 thousand per month per unit.
Multidisciplinary Home Care Teams (EMAD) were
created; we inaugurated the Multiprofessional Service
Center for Disabled Person (Campd), UBS Parque
Primavera; we re-qualified UBS Haroldo Veloso; we
put into operation the UPA Paulista and until the end
of the year UPA Cumbica.
We created the “Saúde Agora”, a series of actions
to improve health. Instituto Gerir took over the
management of the Hospital Municipal de Urgências
(HMU), the Hospital Municipal da Criança e do
Adolescente (HMCA) and the Policlínica Paraventi, at
these locations there is no longer shortage of supplies and
drugs. We delivered the CEMEG Pimentas-Cumbica,
to unpack the health units. We inaugurated the Centro
Especializado em Reabilitação (CER II) that serves the
disabled and people in physical rehabilitation.
The ‘Praça é de graça’ is a successful proposal that
promotes events in public places, and the Youth
Coordination is putting in practice several encouraging
ideas in the Casa do Jovem.
A great achievement for education was the online
platform “Office 365 Education” (described in the
