2. Site Description/Evaluation: The Subject site is located in downtown Decatur, which<br />
contains a variety <strong>of</strong> retail <strong>and</strong> commercial developments as<br />
well as restaurants. A MARTA rail station is located 0.5<br />
miles northeast <strong>of</strong> the Subject site <strong>and</strong> will give residents<br />
excellent access to public transportation. The Subject site is<br />
also located within 0.6 miles <strong>of</strong> Renfro Middle School <strong>and</strong><br />
is located adjacent to Decatur High School. Allen Wilson<br />
Phase I <strong>and</strong> II are located immediately south <strong>of</strong> the site.<br />
Allen Wilson Phase I opened in March 2011 <strong>and</strong> is 100<br />
percent occupied. The development is in excellent<br />
condition. Overall, the site will have excellent visibility<br />
<strong>and</strong> access.<br />
The Subject is well situated near all necessary amenities<br />
including roads, transportation, amenities, employment,<br />
<strong>and</strong> community services. The site is 0.4 miles from<br />
downtown Decatur, which is one <strong>of</strong> the major employment<br />
centers. Many tenants also commute to downtown Atlanta<br />
for employment, which is 7.2 miles southwest. The Subject<br />
is situated along Commerce Drive, with easy access to<br />
Ponce de Leon Avenue, I-20, <strong>and</strong> I-285. There is also a<br />
YMCA located 1.3 miles from the Subject site, as well as a<br />
MARTA rail station less than one mile from the site.<br />
Overall, the Subject site appears to be well suited for<br />
multifamily housing <strong>and</strong> the proposed Subject will fit well<br />
with the surrounding uses.<br />
3. Market Area Definition: The Subject’s PMA is defined by North Druid Hills Road<br />
to the north, Memorial Drive to the south, Interstate 285<br />
<strong>and</strong> Cynthia McKinney Parkway to the east, <strong>and</strong> Briarcliff<br />
Road to the west. The area was defined based on<br />
interviews with local <strong>of</strong>ficials as well as property managers<br />
at comparable properties <strong>and</strong> the property manager <strong>of</strong> Allen<br />
Wilson Phase I, Phase I <strong>of</strong> the Subject. The property<br />
manager at the Subject’s sister property indicated that while<br />
most <strong>of</strong> the residents are from within Decatur, the<br />
development could also reasonably pull tenants from<br />
surrounding areas such as Druid Hills <strong>and</strong> Scottdale.<br />
Management also believed that Interstate 285 was a<br />
reasonable boundary to the east; however, she further stated<br />
that tenants rarely come from the downtown Atlanta area<br />
<strong>and</strong> did not believe that portions <strong>of</strong> Fulton County should<br />
be included in the PMA. Therefore, we have drawn the<br />
western border along the county line, which is at Briarcliff<br />
Road. Overall, we believe that approximately 85 percent <strong>of</strong><br />
the Subject’s tenants will hail from within the PMA. The<br />
