Decatur, GA Housing Authority, Finance <strong>and</strong> Housing Assistance Director<br />

We spoke with Paula J Swenson, Finance <strong>and</strong> Housing Assistance Director for the Decatur<br />

Housing Authority.<br />

According to Ms. Swenson, the waiting list is currently closed with a current waiting list <strong>of</strong><br />

2,500 households. Ms. Swenson stated that special programs like VASH <strong>and</strong> NED bypass their<br />

applicant waiting list as they are supplied to them by the V.A. (VASH), <strong>and</strong> the <strong>Georgia</strong> State<br />

Medicaid Office (NED). The applicants currently on their HCV W/L are primarily from <strong>Georgia</strong>,<br />

but when they opened their W/L in November 2010 people from all over the U.S. were allowed<br />

to apply.<br />

Paula stated that they issue 20-50 tenant based vouchers <strong>and</strong> that VASH <strong>and</strong> NED issue<br />

approximately 100 <strong>and</strong> 25 each in the Decatur area. The number <strong>of</strong> <strong>project</strong> based vouchers by<br />

bedroom type are as follows below:<br />

Paula commented that the general dem<strong>and</strong> for the housing <strong>market</strong> was high for two bedrooms<br />

<strong>and</strong> that they had seen the most dem<strong>and</strong> concentrated for these two bedroom units with an<br />

income level concentrated around $25,000<br />

The Subject will <strong>of</strong>fer 100 percent public housing subsidy, therefore tenants will not need to use<br />

housing choice vouchers,<br />

Planning<br />

We spoke with Am<strong>and</strong>a Thompson, Planning Director for the DeKalb County Planning, Zoning<br />

<strong>and</strong> Inspections Department. She stated at this time, there are no new <strong>of</strong>fice buildings, retail or<br />

residential developments under construction in the commercial areas <strong>of</strong> Decatur. There are<br />

several sites that have had zoning approved for mixed use developments, but none <strong>of</strong> those plans<br />

have financing or have received construction permits.<br />
