lifelong learning, the <strong>la</strong>st co<strong>de</strong> letter would be superfluous.<br />

One of the issues that has not been solved yet is the calcu<strong>la</strong>tion of<br />

stu<strong>de</strong>nt workload. In the framework of the Tuning project the problem<br />

has been discussed, and as a result the following main obstacles have<br />

been i<strong>de</strong>ntified:<br />

—Calcu<strong>la</strong>tion of workload in terms of credits is to a <strong>la</strong>rge extent<br />

discipline re<strong>la</strong>ted, and therefore is and has to be <strong>de</strong>termined<br />

always by aca<strong>de</strong>mic staff.<br />

—The notional learning time of a stu<strong>de</strong>nt is influenced by at least<br />

the following elements: diversity of traditions, curriculum <strong>de</strong>sign<br />

and context, coherence of curriculum, teaching and learning<br />

methods, methods of assessment and performance, organisation<br />

of teaching, ability and diligence of the stu<strong>de</strong>nt and financial<br />

support by public or private funds. The notional learning time is<br />

the number of hours which it is expected a stu<strong>de</strong>nt (at a particu<strong>la</strong>r<br />

level) will need, on average, to achieve the specified learning<br />

outcomes at that level.<br />
