Learning Outcomes: Competences<br />

1. Introduction<br />

In the context of the Bologna Dec<strong>la</strong>ration and the Prague Communiqué,<br />

the creation of the European Education Area responds to a<br />

number of opportunities and needs which are very relevant for<br />

European society in general and for Higher Education in particu<strong>la</strong>r.<br />

Among the more pressing needs, there: <strong>de</strong>epening the cooperation<br />

among the European Higher Education Institutions, with all the<br />

potential this holds; increasing the competitive edge of Europe in terms<br />

of Higher Education, particu<strong>la</strong>rly with a clearer and consistent picture<br />

of educational systems and the need to create the setting for the free<br />

mobility of professionals at the European level.<br />

One of the expressions in the Dec<strong>la</strong>ration which refers to these needs<br />

is the <strong>de</strong>velopment of easily readable and compatible <strong>de</strong>grees. The<br />

Tuning project consi<strong>de</strong>rs that <strong>de</strong>grees would be comparable and<br />

compatible if what the <strong>de</strong>gree hol<strong>de</strong>rs are able to perform is comparable<br />

and if their aca<strong>de</strong>mic and professional profiles are also comparable.<br />

Comparability differs from homogeneity and, referring to aca<strong>de</strong>mic<br />

and professional profiles, it is clear that diversity is not a draw back but an<br />

asset. The <strong>de</strong>finition of professional profiles re<strong>la</strong>tes to the needs of society<br />

and social needs and <strong>de</strong>mands are very varied. Hence consultation with<br />

social groups and the requests of professional bodies at either local,<br />

national or international level (in accordance to the aims of the <strong>de</strong>gree)<br />

need to be taken into consi<strong>de</strong>ration. The Tuning project consi<strong>de</strong>rs that<br />
