Water as Leverage for Climate Adaptation: Wadden Sea Region 1.1 Water can be a threat, but also a leverage Why? The tide is high! What we see, what we read, what we hear and only start to feel: our vulnerability in facing the consequences of climate change keeps increasing, and the way in which we deal with these challenges today only contributes to that increase. As the IPCC reports tell us: we must drastically change our course now to avoid irreversible damage. Yet while there are inspiring examples of effective projects, the world lacks a steady flow of investment into truly sustainable programs. Reversal is hard: we are stuck in static and outdated systems of working. Our vision competes with traditional approaches that lead to counterproductive, single-use infrastructure investments. Many project dynamics today are often not systemic enough (either reactive to one problem or fragmented in implementation), are socially too disruptive, are not at the right level of scale to have real impact, or are too slow for the ever more rapidly recurring problems we are facing. If we continue replicating the past, we will end up more vulnerable, on even less equal footing, and in a more fragile state than before. How? By a new approach! The development of the Water as Leverage approach started from the observation that current water-related projects and mechanisms (planning or implementation instruments and financing mechanisms) fall short of realizing the long-term strategic climate goals. And that is because water is considered a separate sector, a silo among many others. Reality, however, shows otherwise. Water is a connecting factor, since it relates to many of the Sustainable Development Goals (figure 1) . Social conflicts can often be traced back to unfair access to high-quality water. There is a direct causal link between the demise of biodiversity or a loss in agricultural value and the quality and quantity of our water supply. Damage claims throughout the world compensate (in)directly natural disasters. In these disasters, water is often the most destructive force. If we map the water hazards mortality risk and the population density (figure 2) , many regions come to the fore as vulnerable areas, where this destructive water force manifests itself heavily. Turned around, this makes water also a binding element. Water can be a threat, but also a leverage. Opportunities around water can catalyse necessary changes, inspire sustainable development, lasting partnerships and transformative climate action. 10 Call for action
Setting the scene for a Call for Action We can create a positive and sustainable investment cascade if we tackle water issues at the source. Such an approach, in which water serves as a leverage for climate action, is crucial for that success.
