Water as Leverage for Climate Adaptation: Wadden Sea Region Harlingen Call for Action Making an integral and innovative vision, for and together with the local community 1. An overarching and integrated vision In order to heighten the ambitions of the many upcoming projects in Harlingen and to diminish possible negative external effects of each project, an overarching and integrated vision is needed. Taking all challenges and ambitions into account, this plan formulates a future vision and forms a framework for the many stakeholders to work together beyond the current sectoral approach of each initiative. In the vision the following key elements are to be tackled: • Upgrade seawall/dyke; • Replace and upgrade locks • Water management of the waterways to the hinterland and discharge point • Improving quality of tourism & futureproof transport people and cargo The partners have the ambition to set a new standard at the borders of the Wadden Sea and aim to include the implementation of the following 4 lines of transition: 1. Recovery biodiversity 2. Energy transition 3. Circular economy 4. Inclusive society The vision must be made concrete in a spatial plan fit for the future. 2. Innovative solutions for the upcoming, concrete projects In this integral plan, there is a need for new innovative approaches and solutions for the many upcoming projects. The local experts want to be challenged to think of different solutions. In that way, there is a need for capacity building inside the project development, since these experts will have to be the people that support the visions and the connected projects in the future, from the feasibility to the implementation phase. Practically four or five pilot projects need to be developed which envisage the vision for the future. The pilot projects need to be integral, feasible, inclusive, and scalable. It is crucial to develop pilot partnerships which have the intention and capacity to develop and implement the projects in the following phase. 3. Working with the local people In order to formulate feasible, bankable and supported solutions for the future of Harlingen, the local community of civilians, stakeholders and experts should be included in the open process. The new knowledge and approaches formulated in the integral plan, should be embedded and supported by the local community. 14 Harlingen
Setting the Scene for a Call for Action To do so, the case of Harlingen asks for multi-disciplinary teams consisting of experts in: • Integrated regional planning on city development, water safety, harbour development, water management, climate adaptation, nature and recreational development at the borders of the Wadden Sea; • Participation processes with local and regional stakeholders and inhabitants; • Hydromorphology and sediment movements, water management and technical engineering; • Nature-inclusive design; • Bankability and cost-benefit analysis.
