Water as Leverage for Climate Adaptation: Wadden Sea Region
Seasonal Growth
1. From infrastructural protection
to climate resilience, case 2030
Dyke
The biggest short-term challenge
is Nordby’s future-proof coastal
protection. Local ambitions
push forward the goal of having
implemented a new active protection
system by 2030. The challenge
here is to find maximum integration
between civil engineering measures
and nature-based solutions, between
the accessibility of the ferry and
marina and the extension potential
and quality of the first series of
inner-dyke homes, and between
the financial pragmatics of shortterm
solutions versus long-term
resilience. The design issue will
also have to weigh up the different
climate scenarios that are included
in the existing risk management plan
and translate these into a feasible
and financeable solution. There is
also a local desire to realize this
implementation as low-emission as
possible, with the possibility of using
local materials (as is currently being
considered in Sønderho). Finally,
the new protection system cannot
jeopardize the conservation of the
Natura2000 area.
2. Long-term transformation vision
for Rindby
In the framework of the
Udviklingsplan Fanø, a short
participatory trajectory focused
on the desired future tourism
development of the area between
Nordby and Fanø Vesterhavsbad.
This exercise could be expanded
and lead to a long-term development
vision for the northern half of
the island. Here, water can quite
literally be a leverage for residential
development. The soil quality, the
surface water and the ground water
in the dune massif must remain
of high quality, for example, in
order to sustainably maintain the
local drinking water production. In
addition, there is also an irrigation
problem in Rindby because the
high groundwater table and poorly
maintained private irrigation systems
cause local seepage problems. A
participatory total plan could link
high-quality residential renovation
and residential development (for
both permanent homes and summer
houses) to the maximum functioning
of the natural and biodiverse
landscape.
3. Slow mobility planning
Emission reduction is one of the core
themes of Fanø’s climate plan, but
it is not easy to translate this into
practice. Limited imagination leads
to a disbelief that it will be possible
to evolve from the current situation
to a future where a radical modal
shift has taken place that also entails
a real reduction in infrastructural
pressure. Therefore, through analysis
and participatory discussion, a
number of very concrete imaginaries
were developed that form the
basis for the development of an
infrastructure and mobility plan
(which the municipality does not
yet have). Behavioral change,
public transport, the expansion and
promotion of the cycling and walking
network, as well as the logistical
dependence on Esbjerg (and the
associated facilities) must be taken
into account.
