Water as Leverage for Climate Adaptation: Wadden Sea Region 2.3 Families of challenges in the Wadden Sea Region As outlined in the previous chapter, the challenges in the Wadden Sea are numerous. Water as Leverage strongly believes that the solutions for the water problems can be used as a leverage to tackle these other threats that the Wadden Sea is facing. What’s more, those challenges are also interdependent and hence, a solution for one issue is — or should be, if we work in an integrated way — an answer to other challenges. Water projects should thus also structure urbanization, organize urban growth or shrinkage, protect unique biodiversity and deal with related socio-economic issues. This integrated approach entails an enormous systemic complexity, but also offers opportunities. Because if we can link different dynamics together, we also strengthen the synergies between different users, interest groups, economic and policy areas, and financing. The next page displays five ‘families of challenges’. These are five recurring problems that we can detect in the Wadden Sea, already attempting to combine many thematic challenges into one integrated approach. They reflect the ambition to tackle the many challenges in the most efficient, integrated and pertinent way. These also reveal that we can no longer solve water issues as merely a part of a natural system. It is also, increasingly, an urban issue. While tackling multiple challenges together seems to increase complexity, it actually forms an opportunity for government and partners to develop solutions that connected the different problems and opportunities in new local and integrated development projects and in new local, integrated economic chains. Water problems are, therefore, not solely the responsibility of water experts; designers, urban planners and policymakers in the field of spatial planning in general also have the crucial task of examining how (seasonal) demographic concentration relates spatially to water supply and management, and how the consequent water problems correlate with global environmental issues. Seen through this lens, water-related processes become a driver for innovative planning strategies. Learning from Water as Leverage’s experience with exemplary practices that succesfully link water issues to urban dynamics and tailoring this to the Wadden Sea, we can identify five recurring solutions or perspectives. Combining these perspectives in an adequate way leads to sustainable development strategies and qualitative urban projects that, at the same time, solve water and climate issues. 34 Call for action
