Water as Leverage for Climate Adaptation: Wadden Sea Region 1.4 Integration, inclusivity, complementarity, and learning Reformulating the question The Water as Leverage approach is about opening up and (re-)formulating the local question. If the question is from the start ignoring the overlap and interaction of challenges on the ground, how can we ever end up with integrated solutions? That requires collective capacity. However, vested interests and a history of distrust can hold back the processes. Water as Leverage is all about creating a safe space to rebuild trust so all stakeholders can tap into each other’s knowledge from the start of the project process. That means organizing a level playing field where all types of knowledge are considered as equal within the development team and building collective capacity to formulate integrated solutions. This approach differs from the (figure 5) traditional project approach. Complementary knowledge Offering a free space for pre-project preparation does not mean open-ended or not committed to deliver. The approach is about bringing together all parties needed for implementation, starting with those that have the local knowledge, are committed to take on the challenges ahead and have the (perspective of a) mandate to impact the local context. This local or indigenous knowledge of what truly happens on the ground is key, because it secures implementation on the long term. Within every Water As Leverage project preparation, the question is (1) who are the local stakeholders already active and committed, (2) how can they be better connected to each other and (3) can we thus pin-point what is locally lacking to organize to be able to add the most needed, complementary expertise, whether that is about design, engineering, financial expertise, participation, anthropology, … Interlocal learning environment Water As Leverage supports a shared and collective learning environment for different cases that face the same interaction of challenges. Recognition of others in the same boat gives inspiration, energy and, sometimes even leverage to operate in their own context. The learning environment is about facilitating practice-based and collective knowledge exchange – as opposed to sectoral knowledge exchange which is more common in regular settings, and easier because everybody speaks the same language. An urban manager, a hydrologist, a meteorologist, a financial advisor, and so on all speak their own language and have different positions. The learning environment is managed centrally, to make sure every expertise understands each other’s language and stakes and, actively helps drawing the needed constellation. 16 Call for action
Setting the scene for a Call for Action As such, Water as Leverage is at the same time a free space from regular processes of project implementation, and their complementary to them by bringing all stakeholders into a long-term and pro-active approach. Traditional project management cannot keep pace with the impact of climate change on global water supplies. A new approach is needed.
