Dubai’s Creative Economy
Strategy
The Dubai Creative Economy Strategy is a
multi-faceted plan implemented by the Dubai
government to support and promote the creative
industries in the emirate. The strategy aims to
position Dubai as a global hub for creativity
and innovation and increase the contribution
of the creative industries to Dubai’s GDP from
2.6% in 2020 to 5% by 2026.
The government has implemented a number
of programmes and policies to facilitate the
attainment of these goals,
• Establishment of Creative Complexes
The government has funded the development
of creative complexes wherein artists and
entrepreneurs can lease workspaces. These
complexes provide a supportive environment
for creative professionals to collaborate and
network.
• Flexible Packages and Incentives
The government has created flexible
packages and incentives for creatives,
including tax exemptions, waivers, and
grants. These packages aim to encourage
and support the growth of creative businesses
and individuals.
• Integrated Zone for Creative Individuals
The government has developed an integrated
zone for creative individuals in Dubai, offering
dedicated services and infrastructural facilities
for the creative community.
• Legislative and Technical Frameworks
The government is making investments in
legal and technical infrastructure to foster
the creative community and encourage
economic growth through innovation.
• Double the Number of Dubai-based Creative
Companies
The plan aims to more than double the number
of Dubai-based creative companies from
8,300 in 2020 to 15,000 by 2026.
• Increase Creative Jobs in the Emirate
The government aims to double the number
of creators based in the emirate from 70,000
in 2020 to 140,000 by 2026.
• Launch of the Creative Economy
Classification and Measurement
Framework
The plan includes the launch of the Creative
Economy Classification and Measurement
Framework to measure the impact of Dubai’s
creative economy beyond its contribution
to GDP.
• “Creatives’ Journey” Scheme
The “Creatives’ Journey” scheme enables
creative entrepreneurs to launch businesses
within minutes, resulting in an 82% increase
in creative licenses issued in Al Quoz and
a 76% increase across Dubai.
• Affordable Solutions for Creatives
through Strategic Partnerships
The strategy provides affordable solutions
for creatives through strategic partnerships,
including operational management via the
‘Zoho App,’ smart banking solutions with the
‘Commercial Bank of Dubai,’ flexible working
spaces via ‘LetsWork,’ and access to free
specialized training courses with ‘LinkedIn.’
• Stimulating Synergies between
Creative Entrepreneurs and Service
Providers in Al Quoz Creative Zone
The government is stimulating synergies
between creative entrepreneurs and
service providers in Al Quoz creative zone
by providing easy access to raw materials
and skilled tradesmanship and helping
creative businesses easily repurpose or
scale-up facilities.
The Dubai Creative Economy Strategy is
a comprehensive plan that aims to support
and promote the creative industries in Dubai,
position the emirate as a global hub for creativity
and innovation, and increase the contribution
of the creative industries to Dubai’s GDP. The
government has implemented various initiatives
and measures to achieve these objectives,
including establishing creative complexes,
providing flexible packages and incentives
for creatives, creating an integrated zone for
creative individuals, investing in legislative
and technical frameworks, and launching
the “Creatives’ Journey” scheme.
