<strong>migration</strong> with around one-fifth <strong>of</strong> the respondents who wish to migrate following their<br />

friends and relatives who had already settled abroad.<br />

It is interesting to note that 17% <strong>of</strong> all respondents have listed adventure, change and<br />

curiosity among the top three reasons for <strong>migration</strong>. This would certainly diminish the<br />

relative weight knowledge <strong>of</strong> the country targeted for <strong>migration</strong> has within the motives<br />

governing cross-border displacement. Ethnic, cultural and religious reasons occupy the<br />

bottom <strong>of</strong> the scale <strong>of</strong> important motives for <strong>migration</strong>, having received the votes <strong>of</strong> only<br />

7% <strong>of</strong> respondents who have decided to move abroad.<br />

<strong>The</strong> indicators and the ranking <strong>of</strong> <strong>Bulgaria</strong> in the European Comparison Program 1999<br />

confirm the main motivation motive for e<strong>migration</strong> - the bad economic situation in<br />

<strong>Bulgaria</strong> (see Appendix, Tables A1 and A2).<br />

<strong>The</strong>se data on the GDP in European countries need hardly any commentary. <strong>The</strong>y show<br />

that the answers <strong>of</strong> potential migrants have an objective basis. <strong>The</strong> level <strong>of</strong><br />

unemployment in June 2001 was 19.4 %, now it is reported to be about 15 %. This<br />

percentage is especially high in some mountain regions.<br />

3.1.2 Pull factors<br />

Here are the answers <strong>of</strong> the respondents <strong>of</strong> the survey <strong>of</strong> IOM-S<strong>of</strong>ia Pr<strong>of</strong>ile and Motives <strong>of</strong><br />

As the table shows, the most important pull factors are the good conditions for life, the<br />

better opportunities on the labour market in the countries-destinations <strong>of</strong> <strong>migration</strong>, and<br />

the presence <strong>of</strong> friends and relatives there. <strong>The</strong> labour market and the family networks<br />

will be analysed in the next paragraphs.<br />

Labour market<br />

As it has been demonstrated, the dominant form <strong>of</strong> <strong>migration</strong> from <strong>Bulgaria</strong> is the<br />

<strong>seasonal</strong> labour <strong>migration</strong>. <strong>The</strong> work abroad <strong>of</strong> <strong>Bulgaria</strong>n citizens is possible in two<br />

settings - within the framework <strong>of</strong> an <strong>of</strong>ficial intergovernmental labour<br />

exchange/agreement programmes, or through finding individually an employer wishing<br />

to hire foreign labour, by the help <strong>of</strong> a mediator or directly contacting the foreign<br />

company/institution (Stankova 2003).<br />

For the last 12 years, the Ministry <strong>of</strong> Labour and Social Policy has undertaken measures<br />

with regard to labour e<strong>migration</strong> aimed to establishment <strong>of</strong> conditions for development<br />

<strong>of</strong> short-term labour e<strong>migration</strong>, for return and realisation in the home country and for<br />

prevention <strong>of</strong> illegal e<strong>migration</strong>. More detailed presentation <strong>of</strong> these agreements is
