The single largest expense category was public safety at $59.6 million, accounting for 39.6% of total expenses.
Public works was the second largest expense category at $34.4 million and 22.9% of total expenses. Community
and cultural was the third largest expense category at $25.0 million. General government was the fourth largest
expense category at $13.0 million, followed by community development at $10.0 million, the fifth largest expense
category, and interest on long-term debt at $8.3 million, the sixth largest expense category.
Table 3 presents the cost of each of the six major program categories, and identifies each program’s net cost (total
cost less revenues generated by the activities). The net cost is the financial burden that was placed on the City’s
taxpayers by each of the activities.
