SPECIAL REVENUE FUNDS (CONTINUED):<br />

Neighborhood Stabilization Grant Fund<br />

This fund is used to account for the grant allocation received by the City from HUD to address the<br />

foreclosure crisis and implement a neighborhood stabilization program (NSP) aimed at assisting<br />

low- to moderate- income households, while targeting the areas of the City most affected by the<br />

foreclosures.<br />

Homelessness Prevention Program Fund<br />

This fund is used to account for the Homelessness Prevention Program grant which aims to<br />

assist households that would otherwise become homeless (many, due to the economic crises) or<br />

rapidly re-house those who are homeless or at risk of homelessness.<br />

CDBG Recovery Act of 2009 Fund<br />

This fund is used to account for the grant allocation used in implementing activities that benefit<br />

the low and moderate income population in accordance with the Recovery Act objectives.<br />

Prop 42 Replacement Fund<br />

This fund is used to account for the City’s share of Prop 42 revenue restricted for transportation<br />

programs.<br />

Prop 1B Fund<br />

This fund is used to account for the City’s share of Prop 1B revenue restricted for transportation<br />

programs.<br />

FHWA TRANSIMS Fund<br />

This fund is used to account for the financial transactions regarding the City’s contract with the<br />

U.S. Department of Transportation Federal Highway Administration. In accordance with the<br />

contract, the City will construct a new citywide traffic model using the TRANSIMS program and<br />

analyze impacts of land-use changes on the circulation system.<br />

TRI16-06-1 Targeted Rubberized Fund<br />

This fund is used to account for the recycling grant from the California Integrated Waste<br />

Management Board, which essentially pays for the differential costs of an asphalt overlay project.<br />

Civil Penalties Fund<br />

This fund is used to account for all financial transactions involving civil penalties received by the<br />

City in accordance with the provisions of SB 1137, which requires legal owners of vacant<br />

properties to maintain and care for them.<br />

Emergency Services Agency Fines Fund<br />

This fund is used to account for the financial transactions involving AMR fines received by the<br />

City, which are to be used only to fund the purchase of various equipment needed by the Fire<br />

Department.<br />
