Throughout the entire landfill permitting process, the<br />

public is encouraged to become involved and offer<br />

comment. Once the overseeing regulatory agency<br />

determines that a permit application to construct and<br />

operate a landfill site meets all regulatory<br />

requirements, the agency prepares a draft permit<br />

and submits it to the public for comment, often holding<br />

a public meeting to answer questions and accept<br />

additional comments. Permit applicants are<br />

encouraged to interact with interested members of the<br />

public even before a draft permit is available.<br />

The agency solicits, collects, and carefully reviews and<br />

considers the comments received prior to making a<br />

final decision on a permit application. In making a<br />

final decision, the agency takes into account public concerns voiced at meetings and as outlined in<br />

written comments received. A written summary is usually prepared by the agency responding to<br />

public comments and concerns. Where appropriate, specific design criteria may be amended to<br />

mitigate potential impacts, or conditions added to the permit to improve the landfill’s overall<br />

performance.<br />
