landfill. Permit requirements require active management of waste screening, daily waste<br />
placement, compaction and covering at the working face, and leachate and stormwater<br />
management.<br />
Onsite training programs are required for<br />
employees that work at the managed<br />
modern landfill. Training generally<br />
includes:<br />
• Screening to prevent disposal<br />
of unacceptable wastes,<br />
especially for employees who will<br />
be performing their assigned duties<br />
near the working face or at the gatehouse;<br />

Nationally recognized training programs and<br />
certifications include, for example, the Manager<br />
of Landfill Operations (MOLO) training from the<br />
Solid <strong>Waste</strong> Association of North America<br />
(SWANA) as well as first aid training from the<br />
American Red Cross.<br />
• Basic safety training related to facility operations and maintenance, procedures to be<br />
followed during an emergency, locations of emergency and first-aid equipment, and<br />
facility notification procedures;<br />
• Understanding environmental protection features and monitoring programs used at the<br />
site; and<br />
• Additional training, depending on an employee’s actual job functions, involving<br />
familiarization with the facility design and operational plans such that the procedures<br />
described in the facility’s permit are followed.<br />
Many solid waste landfill operators have instituted structured training programs for site<br />
employees. In addition to scheduled classroom sessions, training often includes regular ‘tailgate’<br />
training sessions to emphasize the need for safety for everyone on site, making sure that site<br />
personnel understand the management and operational goals for the landfill. Landfill operations<br />
discussed at tailgate meetings as well as formal classroom sessions include emergency response<br />
and shut down procedures, site safety and first aid procedures, use and maintenance of onsite<br />
operating, emergency, and support equipment, LFG and leachate management, spill and leak<br />
prevention, countermeasures, and control procedures, safe storage and handling procedures for<br />
potentially hazardous materials at the site (including understanding Material Safety Data Sheets,<br />
or MSDS), practical waste acceptance sampling and testing, and proper disposal procedures.<br />
Records documenting personnel training are maintained at each facility. A copy of facility<br />
permits is also made available to operating staff and posted at the facility.<br />
4.2 Landfill Operation under Permit Conditions<br />
Modern landfill operation requires four basic types of practices and requirements:<br />
