TO: Mayor and Board of Trustees FROM: Plan Commission DATE: January 13, 2011 RECOMMENDATION APPROVED RE: Request for a Text Amendment and proposed ground sign for Christ United Methodist Church at 600 Deerfield Road and the Deerfield Community Nursery School at 801 Rosemary Terrace (Christ United Methodist Church property). We transmit for your consideration a recommendation adopted by the Plan Commission of the Village of Deerfield on the request of the petitioners for a text amendment and proposed ground sign for the Deerfield Community Nursery School which is located in the Christ United Methodist Church building at 600 Deerfield Road. The Plan Commission held a public hearing on January 13, 2011. At that public hearing, the petitioners presented testimony and documentary evidence in support of the request. A copy of the public hearing and workshop minutes are attached. In support of its request, the Plan Commission makes the following findings of fact and conclusions: Subject Property FINDINGS OF FACT The subject property consists of the Christ United Methodist Church at 600 Deerfield Road and the Deerfield Community Nursery School at 801 Rosemary Terrace, which is located in the Church’s campus. The property is zoned R-4 Single and Two Family District. Houses of worship are a special use in the R-4 Single and Two Family District. The last amendment to the Christ United Methodist Church special use was in 2005 for renovations to the property including a small vestibule addition to the church and western drop-off driveway. Surrounding Land Use and Zoning North: R-3 Single Family Residential District, single family homes South (across Deerfield Road): C-1 Village Center District, P-1 Public Lands District, and R-5 General Residence District – Deerfield Village Centre, West Deerfield Township Office and multi-family dwellings. East: R-4 Single and Two-Family Residential District, single family homes West (across Rosemary Terrace): C-1 Village Center District, public parking lot
