Deerfield Community Nursery School Sign Public Hearing January 13, 2011 Page 2 volunteer parent board and they rent space from the Church. Christ United Methodist Church, which owns the property, supports the proposed nursery school ground sign. She explained that the nursery school is impacted by the current economic crunch and they need a sign in order to attract new families. Chairman Swartz said the Plan Commission received a letter from Mr. Jack Frigo representing Deerfield Shopper’s Court, which is located across Rosemary Terrace from the Church and nursery school. The letter indicates that Deerfield Shopper’s Court is supportive of the proposed nursery school ground sign. Commissioner Shayman noted that the petitioners clarified that they are a separate entity from the Church and therefore he believes a separate ground sign is needed. Otherwise he would suggest that the nursery school install a panel on the Church’s existing ground sign. Commissioner Nadler questioned what would happen to the sign if the nursery school closes or relocates. Chairman Swartz said if the nursery school moves to another location in Deerfield, they would need approval for a new sign; the sign does not travel with the school. Chairman Swartz then opened up the hearing for public comment. No one from the public wished to comment. There being no further discussion, motion to close the public hearing was made and seconded. PLAN COMMISSION VILLAGE OF DEERFIELD APPROVED The Plan Commission of the Village of Deerfield held a Workshop Meeting at 7:30 P.M. on January 13, 2011 at the Village Hall, 850 Waukegan Road, Deerfield, Illinois. Chairman Swartz called the meeting to order. Present were: Michael Swartz, Chairman Larry Berg Elaine Jacoby Robert Nadler Dan Shapiro Stuart Shayman Absent: Norton Wasserman Also present: Jeffery Ryckaert, Principal Planner Kathleen Von Ohlen, Associate Planner Discussion of recommendation for Deerfield Community Nursery School. Chairman Swartz explained that the current text in the Zoning Ordinance was written for the Christian Beginnings nursery school wall sign at the First Presbyterian Church. He asked if the Plan Commission wants the proposed new Text Amendment to allow a nursery school located in a house of worship to have either a wall sign or a ground sign, or both. Commissioner Berg noted the petitioners are not requesting a wall sign and they only want a ground sign. Commissioner Nadler said he has no problem with the proposed ground sign. He is concerned about the possibility of having an empty ground sign on the property if the nursery school decides to relocate. He questioned if the Text Amendment would be exclusive to the Christ United Methodist Church property. Mr. Ryckaert explained the Text Amendment is written so it applies to places of worship which are Special Uses in residential districts. Commissioner Shapiro said he believes the proposed Text Amendment should be written so that a nursery school located in a house of worship would be permitted to have either a wall sign or a ground sign, not both. He believes the proposed Text Amendment should apply to all nursery schools located in a house of worship, not just the Deerfield Community Nursery School located in the Christ United Methodist Church. Mr. Ryckaert said the proposed Text Amendment for the ground sign will apply in the residential districts, where houses of worship are allowed as Special Uses. Chairman Swartz said the Text Amendment would apply to any nursery school located in a house
