Deux ans aprèsl’adoption <strong>de</strong> cet objectif et <strong>de</strong> cette norme auCongrès <strong>de</strong> Bucarest, comment les Pays-membres <strong>de</strong>l’<strong>UPU</strong> tirent-ils leur épingle du jeu?Selon l’évaluation <strong>de</strong> la qualité <strong>de</strong> service effectuéepar l’<strong>UPU</strong> en 2005, 62,6% du courrier international arépondu à la norme J + 5, contre 62,2% en 2004. Bonnenouvelle, non? De fait, c’est le verre à moitié plein ou àmoitié vi<strong>de</strong>. Le résultat est certes encourageant si l’ontient compte uniquement <strong>de</strong>s 291 liaisons contrôléesen continu. Mais, si toutes les 442 liaisons sont prisesen considération, le résultat <strong>de</strong> 2005 se chiffre à 59%seulement. La communauté <strong>postale</strong> serait donc encoreloin d’atteindre les 65% fixés pour 2008.Si plusieurs pays en développement comme leBurkina Faso ou la Tanzanie parviennent à afficher <strong>de</strong>bons résultats en matière <strong>de</strong> qualité <strong>de</strong> service internationale,la situation <strong>de</strong>meure généralement inquiétanteen Afrique et en Amérique latine, où moins <strong>de</strong> 20% <strong>de</strong>senvois sont distribués selon la norme J + 5 sur certainesliaisons. Face à cette réalité, peut-on espérer que lespostes relèveront le défi leur étant fixé d’ici à 2008? Adéfaut <strong>de</strong> quoi, ce sont les volumes, les revenus et lesparts <strong>de</strong> marché qui continueront <strong>de</strong> s’effriter.Ayant adopté cet objectif, les Pays-membres <strong>de</strong>l’<strong>UPU</strong> ne manquent pas <strong>de</strong> bonne volonté. Ni leBureau international, qui a fait <strong>de</strong> la qualité <strong>de</strong> serviceune priorité. «Elle est au cœur <strong>de</strong> nos activités», soutientEdouard Dayan, Directeur général, qui a créé,dès son arrivée, un poste <strong>de</strong> coordonnateur en qualité<strong>de</strong> service, détenu aujourd’hui par le Japonais AkioMiyaji. «La qualité <strong>de</strong> service est une clé du développement,et nous <strong>de</strong>vons ai<strong>de</strong>r les pays à aller vers le meilleurniveau. Cela peut être fait, comme l’ont démontréles pays du Golfe, qui distribuent déjà 70% du courrierinternational selon la norme J + 5.»Effectivement, la région du Golfe fait preuve d’unedétermination et d’un engagement dignes <strong>de</strong> reconnaissance.En 2005, suite à un contrôle continu <strong>de</strong> laqualité <strong>de</strong> service mené par l’<strong>UPU</strong> sur une pério<strong>de</strong> <strong>de</strong>cinq mois dans les pays du Golfe, l’Arabie saoudite,Bahrain, les Emirats arabes unis, le Kuwait, l’Oman etle Qatar sont convenus d’établir une norme <strong>de</strong> servicerégionale selon laquelle ils s’efforceraient <strong>de</strong> livrer, en2006, 85% du courrier circulant entre leurs pays selonla norme J + 4, 85% selon la norme J + 3 en 2007 et 90%selon la norme J + 3 en 2008. Two years after theadoption of this target and standard at theBucharest Congress, how are <strong>UPU</strong> member countriesfaring?According to the <strong>UPU</strong>’s quality of service tests in2005, 62.6% of international mail meets this J + 5 standard,compared with 62.2% in 2004. Good news? Well,it all <strong>de</strong>pends on whether you see the glass as half fullor half empty. The result is certainly encouraging ifonly the 291 links that are continuously tested aretaken into account. But if all 442 links are consi<strong>de</strong>red,the 2005 figure drops to only 59%. It would thusappear that the postal sector still has a long way to goto reach 65% by 2008.While several <strong>de</strong>veloping countries, like BurkinaFaso and Tanzania, recor<strong>de</strong>d good results for internationalservice quality, the overall situation remainsworrying in Africa and Latin America, where less than20% of items are <strong>de</strong>livered within the J + 5 standard oncertain links. Faced with this reality, will the world’sPosts succeed in reaching their goal by 2008?
