Les travaux <strong>de</strong> ces postespionnières sont à l’origine du Règlement venant d’être adopté. LeCongrès <strong>de</strong> Bucarest 2004 a reconnu le cachet postal électroniquecomme nouveau service postal facultatif, mais il a fallu ensuiteélaborer et adopter les Règlements régissant son usage pour lesPays-membres <strong>de</strong> l’<strong>UPU</strong>.Le Règlement <strong>de</strong> la poste aux lettres, qui régit les échanges <strong>de</strong>lettres sur le plan international, fait partie intégrante <strong>de</strong>s Actes <strong>de</strong>l’<strong>UPU</strong> et est applicable aux 190 Pays-membres <strong>de</strong> l’<strong>Union</strong>. Desdispositions concernant le cachet postal électronique faciliterontmaintenant la tâche <strong>de</strong> développer davantage son marché.Le cachet postal électronique (norme S43 <strong>de</strong> l’<strong>UPU</strong>)atteste la réalité d’un événement électronique, sous une formedéterminée, à un moment donné, et implique une ou plusieursparties. Il transmet aux documents électroniques tous les avantagesdu cachet postal traditionnel et prouve, grâce à l’horodatage,la saisie <strong>de</strong> l’i<strong>de</strong>ntité numérique, la vérification du contenu etl’encryptage, que le contenu d’un message électronique n’a pasété modifié. Du point <strong>de</strong> vue juridique, il indique qui a signé quoiet quand.«Le nouveau Règlement prévoit l’interopérabilité du cachetpostal électronique entre les postes, ce qui engendrera un nombreaccru <strong>de</strong> transactions internationales et donc la croissancedu secteur», a ajouté M. Pope.L’<strong>UPU</strong> a aussi adopté <strong>de</strong> nouvelles dispositions concernant lecourrier hybri<strong>de</strong>, qui connaît une croissance fulgurante sur lemarché postal. JAn important step towards making the digital postmarkavailable to the international postal community wastaken in March when the Postal Operations Counciladopted new regulations on its use.“This is a big step forward, because we now have an operatingpolicy, as for physical mail, that <strong>de</strong>fines the rules and standardsby which Posts worldwi<strong>de</strong> can authenticate digital postmarksamong themselves,” says Dean Pope, Chairman of theElectronic Products and Services Group, which proposed thenew regulations. “This is very important, as Posts build people’strust in electronic services.”Up to an estimated 50 million transactions take place annuallyusing a digital postmark of the type <strong>de</strong>veloped by the Postsof Canada, France, Italy, Portugal, Swe<strong>de</strong>n and the United States,whose pioneering work paved the way for the new regulations.The 2004 Bucharest Congress recognized the digital postmark asa new optional postal service, but the rules and regulations governingits use among <strong>UPU</strong> members still had to be <strong>de</strong>veloped andadopted.The Letter Post Regulations, governing the international exchangeof letters, are part of the <strong>UPU</strong> Acts and are binding on theorganization’s 190 member countries. The new provisions willmake it easier to further <strong>de</strong>velop the market for digital postmarkservices worldwi<strong>de</strong>.The digital postmark (<strong>UPU</strong> standard S43) provi<strong>de</strong>s evi<strong>de</strong>ntialproof of an electronic event, in a certain form, at a certaintime, and involving one or more parties. It brings all the benefitsof the traditional paper-based postmark to electronic documents,proving that, thanks to features such as date and timestamping, digital i<strong>de</strong>ntity capture, content verification an<strong>de</strong>ncryption, the content of an electronic message has not beenaltered. The digital postmark acts as valid, legal evi<strong>de</strong>nce of whosigned what and when.“The regulations provi<strong>de</strong> for the interoperability of the digitalpostmark between Posts, which will enable the industryto grow as more and more international transactions becomepossible,” adds Pope.The <strong>UPU</strong> also adopted new regulations for hybrid mail,a growing segment of the mail business.
